Job Overview

The Road Development Authority (RDA), under the Ministry of Transport, Highways and Urban Development, is inviting applications from experienced and qualified Sri Lankan professionals for the position of Team Leader under the Central Expressway Project – Section 3 (From Pothuhera to Galagedara). This is a Domestic Individual Consultant assignment for professionals with extensive experience in construction supervision and contract administration of major highway infrastructure projects.

Company Overview

The Road Development Authority (RDA) is the premier government agency responsible for planning, designing, constructing, and maintaining Sri Lanka’s national road network. Operating under the Ministry of Transport, Highways and Urban Development, the RDA is implementing the Central Expressway Project – Section 3, connecting Pothuhera to Galagedara, to improve national transportation infrastructure and regional connectivity.

Qualifications & Experience

Applicants should be experienced and professionally qualified individuals capable of leading construction supervision and contract administration activities for large-scale highway infrastructure projects.

Applicants must satisfy the qualifications, professional experience, and eligibility requirements specified in the Terms of Reference (TOR) issued by the Road Development Authority.

Relevant expertise in the following areas will be advantageous:

• Highway or Civil Engineering.
• Construction Supervision.
• Contract Administration.
• Project Management.
• Large-scale infrastructure development projects.
• Leadership and multidisciplinary team management.

Key Responsibilities

• Lead the construction supervision team for the Central Expressway Project Section 3.
• Manage contract administration activities throughout the project duration.
• Ensure construction works comply with project specifications, quality standards, and contractual requirements.
• Coordinate with contractors, consultants, and government stakeholders.
• Monitor project progress and prepare technical and progress reports.
• Identify project risks and recommend appropriate solutions.
• Ensure compliance with environmental, safety, and engineering standards.
• Provide technical leadership for successful project implementation.

Required Skills

• Strong leadership and project management abilities.
• Extensive knowledge of highway construction and civil engineering.
• Experience in contract administration and construction supervision.
• Excellent analytical and decision-making skills.
• Strong communication and stakeholder management skills.
• Ability to lead multidisciplinary engineering teams.
• Excellent report writing and documentation skills.
• Commitment to delivering projects within quality, time, and contractual requirements.

Salary & Benefits

• Remuneration: Negotiable based on qualifications, experience, and performance.
• Initial contract period of 365 days.
