Job Overview

The Construction Industry Development Authority (CIDA), operating under the Ministry of Housing, Constructions and Water Supply, is inviting applications from qualified and experienced Sri Lankan professionals for the position of Director General (HM 2-1). The Construction Industry Development Authority (CIDA) is the national regulatory authority responsible for promoting, regulating, and developing Sri Lanka’s construction industry. Operating under the Ministry of Housing, Constructions and Water Supply, CIDA formulates policies, registers contractors, promotes industry best practices, and supports sustainable development within the country’s construction sector. Its Head Office is located in Colombo.

Qualifications & Experience

External Candidates

Applicants should possess:

• A B.Sc. Degree in one of the following fields recognized by the University Grants Commission (UGC):
  • Engineering
  • Architecture
  • Quantity Surveying

AND

• A Master’s Degree in a relevant field

OR

• Corporate Membership of a relevant professional body recognized by:
  • Institution of Engineers Sri Lanka (IESL)
  • Sri Lanka Institute of Architects (SLIA)
  • Institute of Quantity Surveyors Sri Lanka (IQSSL)

AND

• Minimum 20 years of experience covering major construction activities at a Managerial Level after obtaining the Bachelor’s Degree.
• Out of the above, at least 05 years should be at Senior Managerial Level.
• Proven track record in a Corporation, Statutory Board, Institution, or reputed Mercantile Establishment acceptable to CIDA.

Internal Candidates

Applicants should possess:

• A B.Sc. Degree in Engineering, Architecture, or Quantity Surveying recognized by the UGC.

AND

• A Master’s Degree in a relevant field

OR

• Corporate Membership of a relevant professional body recognized by IESL, SLIA, or IQSSL.

AND

• Minimum 07 years of experience as a Director in the Senior Manager (HM) category in the relevant subject area.
• Proven ability to lead and direct multidisciplinary teams.
• Experience in efficient deployment and management of human and organizational resources.

Key Responsibilities

• Provide strategic leadership for the Construction Industry Development Authority.
• Develop and implement national policies related to the construction industry.
• Direct organizational planning and operational management.
• Lead multidisciplinary teams to achieve institutional objectives.
• Oversee regulatory functions and industry development initiatives.
• Manage financial, administrative, and human resources efficiently.
• Build relationships with government agencies, industry stakeholders, and professional institutions.
• Ensure compliance with government policies and statutory requirements.

Salary & Benefits

• Salary Scale: HM 2-1 – 2025
• Monthly Salary Scale: Rs. 161,140 – 219,340
• Salary Increments: 12 × Rs. 4,850
• Externally recruited candidates will be placed at the initial salary step in accordance with MSD Circular No. 01/2025.
• Cost of Living Allowance and other Government-approved allowances.
• CIDA contribution of:
  • 15% to the Employees’ Provident Fund (EPF).
  • 3% to the Employees’ Trust Fund (ETF).
• “Agrahara Gold” Medical Insurance provided by CIDA.
• Transport and communication facilities as per applicable Public Enterprise Circulars (PED).
