Job Overview

The Mahaweli Water Security Investment Program (MWSIP) – Stage II Project, under the Commercial Agriculture Development (CAD) component, is inviting applications from suitably qualified Sri Lankan citizens for the position of Head of Project Implementation Unit (PIU). This contract-based leadership role offers an excellent opportunity to lead the implementation of major commercial agriculture initiatives funded by the International Fund for Agricultural Development (IFAD) and the Asian Development Bank (ADB) under the Ministry of Agriculture, Livestock, Lands and Irrigation.

The selected candidate will provide strategic leadership to ensure that all Commercial Agriculture Development initiatives are implemented efficiently, within approved budgets, and according to project timelines.

Company Overview

The Mahaweli Water Security Investment Program (MWSIP) – Stage II Project is a nationally significant development initiative implemented under the Ministry of Agriculture, Livestock, Lands and Irrigation. The Commercial Agriculture Development (CAD) component is funded by the International Fund for Agricultural Development (IFAD) and the Asian Development Bank (ADB) to enhance agricultural productivity, strengthen commercial farming, improve market access, and promote sustainable agricultural development across Sri Lanka.

Qualifications & Experience

Applicants should satisfy one of the following qualification pathways:

• Bachelor’s Degree in a relevant field and
  • Postgraduate Degree (Master’s) in the relevant field, Associate Membership, or an equivalent professional qualification from a recognized professional body.
  • Minimum 11 years of managerial experience in the relevant field, including 5 years at a senior managerial level.

OR

• Corporate or Fellow Membership from a recognized professional body in the relevant field.
• Minimum 9 years of managerial experience, including 4 years at a senior managerial level.

OR

• Class I Officer of a Government All-Island Service or an equivalent position in the relevant field.
• Postgraduate Degree (Master’s), Associate Membership, or an equivalent recognized professional qualification.
• Minimum 4 years of experience in a Class I position or an equivalent role.

General requirements include:

• Applicants should be below 64 years of age.
• Experience in foreign-funded development projects in Sri Lanka will be an added advantage.
• Proficiency in English.
• Familiarity with Government regulations.
• Good computer literacy.

Key Responsibilities

• Lead and manage the Project Implementation Unit (PIU) for the Commercial Agriculture Development project.
• Ensure Commercial Agriculture initiatives are implemented according to approved project plans.
• Achieve project objectives within approved budgets and timelines.
• Coordinate project implementation with relevant Government institutions and stakeholders.
• Monitor project progress and ensure efficient utilization of project resources.
• Ensure compliance with Government regulations, donor requirements, and project policies.
• Provide strategic leadership to achieve sustainable commercial agriculture outcomes.
• Supervise project teams and support effective project management practices.
• Prepare implementation reports and monitor project performance.

Salary & Benefits

Salary Scale:

• Category B: Rs. 370,000 – 390,000
