The U.S. Embassy in Colombo is inviting applications for the position of Mechanical Engineer Supervisor in the Facility Management Office. This is a permanent, full-time engineering position responsible for supervising the operation, maintenance, and performance of all major mechanical systems within the New Embassy Compound (NEC), including HVAC, water treatment, fire protection, building automation, and utility systems.

The U.S. Embassy in Sri Lanka operates and maintains a modern New Embassy Compound that requires highly qualified engineering professionals to ensure the reliability, safety, and efficiency of its critical building systems. The Mechanical Engineer Supervisor plays a key leadership role in maintaining these facilities and supervising mechanical maintenance personnel.

Key Responsibilities

• Supervise operation and maintenance of:
  • Building Automation System (BAS)
  • Chiller Plant
  • Air Handling Units (AHUs)
  • Variable Air Volume (VAV) systems
  • Potable Water Treatment Plant
  • Fire Suppression Systems
  • Storm Water and Sewage Systems
  • Irrigation Systems
  • Swimming Pool Equipment
  • Oil Water Separator Systems
• Lead preventive maintenance programs for HVAC and mechanical systems.
• Supervise maintenance technicians and contractors.
• Monitor contractor performance and construction activities.
• Maintain construction surveillance logs and ensure contract compliance.
• Assist in budgeting for maintenance, repairs, spare parts, and equipment replacement.
• Maintain the Global Maintenance Management System (GMMS/CMMS).
• Review shop drawings, technical submissions, specifications, and material approvals.
• Coordinate with local authorities regarding utilities and construction activities.
• Support occupational safety and health programs.
• Perform additional engineering duties assigned by the Senior Facility Manager.

Education Requirements

Applicants must possess:

• A Bachelor of Science Degree (4-year) in:
  • Mechanical Engineering, or
  • An equivalent engineering discipline closely related to Mechanical Engineering.
• The degree must be from an accredited engineering program recognized by ABET or the relevant engineering accreditation authority.
• Relevant educational certificates must be submitted.

Experience Requirements

Applicants must have:

• Minimum 5 years of experience as a Project Engineer or Engineer in a:
  • Manufacturing plant,
  • Major resort,
  • Hospital,
  • Office complex,
  • Large university or similar facility.
• Experience managing preventive maintenance programs using a Computerized Maintenance Management System (CMMS).
• Experience preparing:
  • Construction documents,
  • Technical specifications,
  • Cost estimates,
  • Equipment replacement schedules.
• Minimum 1 year of supervisory or management experience. Relevant work experience certificates must be provided.

Language Requirements

• Fluent in English (reading, writing, and speaking).
• Fluent in Sinhala or Tamil (reading, writing, and speaking).
• Language proficiency may be tested.

Required Knowledge & Skills

Applicants should have strong knowledge of:

• HVAC systems and mechanical engineering principles.
• Thermodynamics and mechanical equipment sizing.
• Chillers, pumps, boilers, AHUs, FCUs, piping systems, heat exchangers, and related equipment.
• Basic electrical theory, including Ohm’s Law.
• Mechanical troubleshooting and root cause analysis.
• Lock-Out/Tag-Out (LOTO) safety procedures.
• Local mechanical contractors and suppliers.
• Reading electrical drawings, riser diagrams, wiring schematics, and construction documents.
• AutoCAD, Microsoft Word, Excel, Project, and engineering management software.
• Preparing inspection reports and construction documentation.
• Mechanical cost estimation and technical presentations.
• Managing multiple projects independently with excellent organizational and communication skills.

Additional Requirements

• Valid Class B (formerly C/C1) Sri Lankan driving licence.
• Must have held the licence for at least 5 years.
• Safe driving skills may be tested.
