World Vision Lanka, acting as the implementation partner for UNESCO under the Peacebuilding Fund project, is seeking a highly skilled Communications Consultant. The consultant will work on the project titled “Social Dialogue for Peace and Crisis Prevention in Sri Lanka,” specifically focusing on Outcome 3: Enhanced engagement of women, youth, and informal economy workers in policy-making. The primary purpose of this role is to strengthen inclusive dialogue, document key project milestones, amplify marginalized voices, and execute targeted gender-responsive communication campaigns.

World Vision Lanka is a prominent non-governmental organization dedicated to community development, crisis prevention, and social empowerment across Sri Lanka. In this specific initiative, World Vision Lanka acts as the strategic implementation partner for UNESCO to drive sustainable peacebuilding, foster community dialogue, and amplify the voices of underrepresented groups in national policy-making processes.
A degree in communications, media, or a related field is desirable.
Minimum of 3 years of experience in creative concept development and digital communications.
Strong, practical skills in photography, videography, and creative writing.
Proven expertise in gender-sensitive and inclusive communication approaches.
Experience in communications for development, peacebuilding, or social dialogue will be considered an added advantage.
Experience in disaggregating and adapting knowledge products for diverse audiences.
Prior experience working with UN agencies, INGOs, or international organizations is an asset.
Knowledge of handling necessary communication equipment, as the consultant is required to use their own tools and equipment.
Develop a short, focused communications plan tailored to the 3-month placement and Outcome 3 objectives.
Cover key project events such as trainings, workshops, and dialogues through professional photo and video documentation.
Produce engaging social media content (minimum 12 posts across platforms) highlighting project activities, inclusive dialogue outcomes, and success stories.
Create specialized knowledge products, including briefs, case studies, and short videos showcasing the civic engagement of women, youth, and informal economy workers.
Disaggregate and adapt existing knowledge products developed by UNESCO’s partners for wider public dissemination and accessibility.
Coordinate messaging closely with the ILO, UNFPA, UNESCO, and national partners to ensure absolute coherence and visibility.
Direct communication reports to the National Project Officer at UNESCO, while matrix reporting to the donor communication Lead of World Vision Lanka.
High-level digital communication planning and execution capabilities.
Strong narrative development and creative storytelling skills focused on peacebuilding and development themes.
Multimedia creation abilities including advanced photography, editing, and video production.
Strong interpersonal skills to manage multi-agency stakeholder communications effectively.
Professional consulting fees aligned with qualifications and project scale.
High-profile exposure working alongside major international entities including UNESCO, ILO, and UNFPA.
Opportunity to contribute significantly toward real-world policy-making inclusion and community peacebuilding initiatives.
Duration: This is a three-month assignment (full-time or part-time as agreed), with the possibility of an extension subject to ongoing project needs.
Equipment: The selected consultant must possess and utilize their own communication tools and equipment for the full duration of the contract.
