The BOI is the apex government agency responsible for promoting and facilitating foreign direct and local investment in priority sectors of the Sri Lankan economy.

The advertised vacancies cover positions at the BOI Head Office and several BOI zones and regional locations, including Katunayake EPZ, Biyagama EPZ, Seethawaka EPZ, Kandy IP, Jaffna Regional Office, Air Cargo Terminal, Mirijjawila EPZ and Central Verification Terminal.

The Board of Investment of Sri Lanka (BOI) is the government’s principal agency for promoting and facilitating foreign direct investment and local investment in priority sectors.

The BOI works towards transforming Sri Lanka into a globally competitive manufacturing and services export hub and operates through its head office, investment promotion functions, investor services, export processing zones and other related divisions.

Qualifications & Experience

Executive Director (Investment Promotion)

Candidates should possess either:

• A Bachelor’s Degree in Business Management, Business Administration, Public Administration, Economics, Marketing, Commerce, Science, Engineering or another relevant field recognized by the UGC, together with a relevant Master’s Degree or relevant Associate Membership of a recognized professional Chartered Institution.
• Minimum 17 years of experience at Managerial Level, including at least 4 years at Senior Managerial Level, with a proven track record after obtaining the first degree.

OR

• A relevant UGC-recognized Bachelor’s Degree together with a PhD in a relevant field.
• At least 4 years of Senior Managerial Level experience with proven management experience after obtaining the PhD.

Director Positions

For Director (Project Monitoring) and Director (Zone):

• Relevant Bachelor’s Degree recognized by the UGC.
• For Engineering applicants, recognition by IESL and registration with ECSL are required.
• Relevant Master’s Degree or Associate Membership of a recognized professional Chartered Institution.
• For Engineering applicants, Corporate Membership of IESL is required.
• Minimum 15 years of Managerial Level experience.

An alternative qualification route is Full/Fellow Membership of a recognized professional Chartered Institution in a related field together with the required managerial experience.

Senior Deputy Director Positions

For Investor Services, Zone Management, Legal, Technical Services and Environment Management positions, the required qualifications vary according to the field.

Generally, candidates should possess:

• A relevant Bachelor’s Degree.
• Relevant postgraduate qualification or professional membership where specified.
• Minimum 13 years of Managerial Level experience for the relevant Senior Deputy Director positions.
• For the Legal position, Attorney-at-Law qualification with a relevant Master’s Degree is required.
• For Technical Services, a Bachelor’s Degree in Civil Engineering recognized by the UGC and IESL with ECSL registration, together with Corporate Membership of IESL, or the specified alternative professional qualification.
• For Environment Management, qualifications in Science with Chemistry, Environmental Management, Environmental Science, Chemical Engineering or another relevant field are accepted.

Assistant Director Positions

For Investment Promotion, Investor Services and Zone Management:

• Relevant Bachelor’s Degree recognized by the UGC.
• Minimum one year of post-qualifying experience in the relevant field.
• Engineering applicants must meet the specified IESL and ECSL requirements.

For Finance:

• Bachelor’s Degree in Finance, Accountancy, Commerce, Business Administration or another relevant field, with one year of relevant post-qualifying experience.
• Alternatively, Intermediate Examination of a relevant recognized professional Chartered Institution with one year of relevant experience.

For Environment:

• Bachelor’s Degree in Science with Chemistry, Environmental Management, Environmental Science, Chemical Engineering or another relevant field.
• Minimum one year of relevant post-qualifying experience.

For Information Technology:

• Bachelor’s Degree in Computer Science, Information Technology or another relevant field.
• Minimum one year of relevant post-qualifying experience.

For Human Resources:

• Bachelor’s Degree in Human Resource Management, Business Management, Business Administration, Public Administration, Public Management, Commerce or another relevant field.
• Minimum one year of relevant post-qualifying experience.

For Industrial Relations:

• Bachelor’s Degree in Law, Business Management, Business Administration, Public Administration, Public Management, Sociology or another relevant field.
• Minimum one year of relevant post-qualifying experience.

For Technical Services:

• Bachelor’s Degree in Civil Engineering recognized by the UGC and IESL, with ECSL registration.
• Minimum one year of relevant post-qualifying experience.

For Security:

• Bachelor’s Degree in Defence Studies or another relevant field recognized by the UGC.
• Minimum one year of relevant post-qualifying experience.

Technical Officer and Drawing Officer

For the Technical Officer position, applicants should possess one of the specified qualifications, including:

• Bachelor’s Degree in Engineering recognized by the UGC.
• NVQ Level 7 relevant to the subject area.
• NVQ Level 6 with at least 5 years of relevant post-qualifying experience.
• NVQ Level 5 with at least 10 years of relevant post-qualifying experience.

The Drawing Officer position requires NVQ Level 7, or NVQ Level 6 with at least 5 years of relevant experience, or NVQ Level 5 with at least 10 years of relevant experience.

Officer Positions

For Investor Services Officer, Investment Promotion Officer, Investment Appraisal Officer and Zone Management Officer:

• Bachelor’s Degree in Business Management, Business Administration, Public Administration, Economics, Marketing, Commerce, Science, Engineering or another relevant field recognized by the UGC.

For Legal Officer:

• Attorney-at-Law qualification.

For Internal Audit Officer:

• Bachelor’s Degree in Finance, Accountancy, Commerce, Business Administration or another relevant field, or the specified Intermediate Examination of a recognized professional Chartered Institution.

For Administrative Officer:

• Bachelor’s Degree in Human Resource Management, Business Management, Business Administration, Public Administration, Public Management, Commerce or another relevant field.

Technical Assistant, Computer Operator and Fireman

Technical Assistant:

• NVQ Level 5 or above in Civil or Electrical Engineering from an accepted technical or vocational training institution.

Computer Operator:

• NVQ Level 5 or above in Information Technology, Computer Hardware Technology or Networking.

Fireman:

• G.C.E. O/L passed in six subjects in one sitting with credit passes for four subjects including Sinhala/Tamil, English Language and Mathematics.
• Three subjects at G.C.E. A/L, excluding the General Paper.
• Minimum six months of experience in fire functions in a recognized public or private sector organization.
• Minimum height of 5.6 inches and minimum chest measurement of 34 inches.

Key Responsibilities

Depending on the position, successful candidates will be responsible for functions related to:

• Security and fire safety operations.
• Supporting the BOI’s investment and export-oriented development activities.

Required Skills

Candidates are expected to demonstrate the professional knowledge, technical competence and experience relevant to their respective positions.

Applicants should also:

• Be Sri Lankan citizens.
• Be physically and mentally fit to perform the duties of the position and serve in any part of Sri Lanka.
• Possess excellent moral character.
• Meet all qualifications required for the relevant position by the closing date.

Salary & Benefits

The BOI offers the following salary scales according to the relevant service category:

• HM 2-1: Rs. 161,140 – 12 × Rs. 4,850 – Rs. 219,340 per month
• HM 1-3: Rs. 152,500 – 15 × Rs. 4,100 – Rs. 214,000 per month
• HM 1-1: Rs. 140,640 – 15 × Rs. 4,100 – Rs. 202,140 per month
• MM 1-1 Grade II: Rs. 91,690 – 16 × Rs. 2,480 – Rs. 131,370 per month
• JM 1-1 Grade II: Rs. 72,650 – 15 × Rs. 1,360 – Rs. 93,050 per month
• MA 2-2 Grade III: Rs. 50,540 – 18 × Rs. 540 – Rs. 60,260 per month
• MA 1-2 Grade III: Rs. 46,220 – 18 × Rs. 540 – Rs. 55,940 per month

Government-approved allowances will also be paid according to the applicable provisions.
