Qualifications & Experience

Applicants should meet one of the following qualifications:

External Applicants

• Bachelor’s Degree in Quantity Surveying recognized by the University Grants Commission (UGC).

OR

• Proficiency Certificate in Quantity Surveying at NVQ Level 7 issued by a Technical or Vocational Training Institution recognized by the Tertiary and Vocational Education Commission (TVEC).

OR

• Proficiency Certificate in Quantity Surveying at NVQ Level 6 issued by a TVEC-recognized institution together with at least one (01) year of relevant post-qualification experience in a government institution, government corporation, statutory board, or reputed private sector organization.

Internal Applicants

Applicants should satisfy one of the following:

• Fulfil the qualifications required for external applicants.

OR

• Hold a Proficiency Certificate in Quantity Surveying at NVQ Level 5 recognized by TVEC and have completed a satisfactory service period of five (05) years in the Management Assistant (Technical) [MA 2-2] Service Category in a Quantity Surveyor position relevant to the subject field.

Key Responsibilities

• Prepare Bills of Quantities (BOQs), cost estimates, and tender documents.
• Perform quantity take-offs from engineering and architectural drawings.
• Assist in tender evaluation and contract administration.
• Monitor construction costs and recommend cost-control measures.
• Prepare interim payment certificates and final accounts.
• Conduct site measurements and verify completed work.
• Coordinate with engineers, architects, contractors, and consultants.
• Ensure compliance with government procurement procedures and construction regulations.
• Maintain project cost records and prepare financial reports.
• Carry out other duties assigned by the National Housing Development Authority.

Required Skills

• Strong knowledge of quantity surveying principles and construction cost management.
• Experience in contract administration and tender documentation.
• Ability to prepare Bills of Quantities (BOQs) and project estimates.
• Excellent analytical and numerical skills.
• Good understanding of construction contracts and procurement procedures.
• Strong communication and interpersonal skills.
• Proficiency in Microsoft Office and quantity surveying software.
• Excellent report writing and documentation abilities.
• Ability to manage multiple assignments while meeting deadlines.
