Job Overview

The National Housing Development Authority (NHDA), under the Ministry of Housing, Construction and Water Supply, is inviting applications from qualified Sri Lankan citizens for the position of Quantity Surveyor on a permanent basis.

This is an excellent opportunity for qualified Quantity Surveying professionals to contribute to national housing and infrastructure development projects. The successful candidates will be responsible for cost planning, contract administration, project estimation, and ensuring the efficient financial management of construction projects undertaken by the Authority.

Qualifications & Experience

Applicants should satisfy the following requirements:

External Applicants

Applicants should possess one of the following qualifications:

• Bachelor’s Degree in Quantity Surveying recognized by the University Grants Commission (UGC).

OR

• Proficiency Certificate in Quantity Surveying relevant to NVQ Level 6 issued by a Technical/Vocational Training Institution recognized by the Tertiary and Vocational Education Commission (TVEC), together with at least one (01) year of post-qualification experience in a government institution, government corporation, board, statutory institution, or reputed private sector organization.

OR

• Proficiency Certificate in Quantity Surveying relevant to NVQ Level 5 issued by a Technical/Vocational Training Institution recognized by TVEC, together with at least two (02) years of post-qualification experience in a government institution, government corporation, board, statutory institution, or reputed private sector organization.

Internal Applicants

Applicants should satisfy one of the following:

• Fulfil all qualifications required for external applicants.

OR

• Have completed a satisfactory service period of five (05) years in the Management Assistant (Technical) [MA 2-2] service category in a Quantity Surveyor position relevant to the subject field.

Key Responsibilities

• Prepare detailed cost estimates and Bills of Quantities (BOQs) for construction projects.
• Conduct quantity take-offs from drawings and project specifications.
• Assist in tender preparation, evaluation, and contract administration.
• Monitor project costs and recommend cost control measures.
• Prepare interim valuations, final accounts, and variation claims.
• Coordinate with architects, engineers, contractors, and consultants throughout project execution.
• Conduct site visits to verify work progress and quantities.
• Ensure compliance with government procurement procedures and construction standards.
• Prepare project cost reports and financial documentation.
• Perform any other quantity surveying duties assigned by the Authority.

Required Skills

• Strong knowledge of quantity surveying principles and construction cost management.
• Excellent understanding of construction contracts and procurement procedures.
• Ability to prepare Bills of Quantities (BOQs) and cost estimates.
• Strong analytical, numerical, and problem-solving skills.
• Excellent report writing and documentation abilities.
• Good communication and interpersonal skills.
• Proficiency in Microsoft Office and quantity surveying software.
• Ability to work under pressure and manage multiple projects effectively.
• Strong organizational and time management skills.
