Job Overview

The Ministry of Transport, Highways and Urban Development is inviting applications from qualified Sri Lankan citizens (including Government, Semi-Government officers and external candidates) for the position of Environmental Officer under the ADB-funded Second Integrated Road Investment Program (iRoad 2 Program). This recruitment is carried out under Management Services Circular No. 02/2026.

Company Overview

The Ministry of Transport, Highways and Urban Development is responsible for implementing major road construction and infrastructure development projects across Sri Lanka. Under the ADB-funded iRoad 2 Program, multiple Provincial Project Implementation Units (PIUs) are established to ensure environmental compliance, sustainable development, and efficient execution of road projects.

Qualifications & Experience

Applicants must meet Environmental Officer (F category – MSD Circular 02/2026) requirements:

Option 01

• Bachelor’s Degree in Environmental Science / Engineering or a relevant field
• OR equivalent qualification recognized by UGC
• OR NVQ Level 7 qualification in relevant technical field
• Minimum 2 years relevant experience

Option 02

• NVQ Level 6 qualification in relevant field
• Minimum 5 years relevant experience

Option 03

• NVQ Level 5 qualification in relevant field
• Minimum 8 years relevant experience

Key Responsibilities

• Monitor environmental compliance in road construction projects
• Conduct environmental assessments and field inspections
• Ensure adherence to ADB environmental safeguard policies
• Coordinate with engineers, contractors, and project units
• Prepare environmental monitoring reports
• Support implementation of mitigation measures for environmental impact
• Maintain documentation related to environmental safeguards

Required Skills

• Knowledge of environmental management systems
• Field inspection and reporting skills
• Strong analytical and documentation ability
• Ability to work in field-based and rural project environments
• Good communication and coordination skills
• Understanding of infrastructure project environmental impacts
