Qualifications & Experience
Applicants must satisfy one of the following qualification pathways prescribed by the University Grants Commission (UGC).
Option 1
- Membership of the Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka) or an equivalent qualification.
AND
- Minimum six (06) years of executive-level experience in accounting and/or auditing after obtaining the above qualification.
Option 2
- Hold the post of Deputy Accountant, Deputy Bursar, or Deputy Internal Auditor in a University/UGC institution.
AND
- Three (03) years of satisfactory service in the post, with at least one year after acquiring the qualification mentioned above.
Option 3
- Hold the post of Senior Assistant Accountant, Senior Assistant Bursar, or Senior Assistant Internal Auditor in a University/UGC institution.
AND
- Ten (10) years of experience in accounting and/or auditing in an executive capacity.
AND
- At least eight (08) years of service in the relevant senior post.
Option 4
- Hold the post of Deputy Accountant, Deputy Bursar, or Deputy Internal Auditor in a University/UGC institution.
AND
- Intermediate qualification of CA Sri Lanka or equivalent.
AND
- Master’s Degree in Accountancy, Finance, or Management from a recognized university.
AND
- Twelve (12) years of executive-level experience in accounting and/or auditing.
Option 5
- Hold the post of Deputy Accountant, Deputy Bursar, or Deputy Internal Auditor.
AND
- Bachelor’s Degree from a recognized university.
AND
- Intermediate qualification of CA Sri Lanka or equivalent.
OR
- Higher National Diploma in Accountancy (HNDA) from SLIATE or predecessor institution.
AND
- Fourteen (14) years of executive-level experience in accounting and/or auditing.
Option 6
- Hold the post of Deputy Accountant, Deputy Bursar, or Deputy Internal Auditor.
AND
- Bachelor’s Degree from a recognized university.
OR
- Intermediate qualification of CA Sri Lanka or equivalent.
OR
- Higher National Diploma in Accountancy (HNDA).
AND
- Minimum eighteen (18) years of experience in accounting and/or auditing within the university system.
Option 7
- Hold the post of Accountant Grade II of the Sri Lanka Accountants’ Service.
AND
- Membership of CA Sri Lanka or equivalent.
OR
- Master’s Degree in Accountancy, Finance, or Management from a recognized university.
Key Responsibilities
- Oversee all financial operations of the University.
- Manage accounting, budgeting, auditing, and financial reporting functions.
- Ensure compliance with government financial regulations and university policies.
- Advise university management on financial planning and resource allocation.
- Supervise financial staff and administrative processes.
- Monitor internal controls and financial governance systems.
- Support strategic decision-making through financial analysis and reporting.
- Ensure effective management of university funds and assets.
Required Skills
- Strong leadership and managerial capabilities.
- Advanced knowledge of accounting and auditing practices.
- Strategic financial planning and budgeting skills.
- Excellent analytical and problem-solving abilities.
- Strong communication and stakeholder management skills.
- Knowledge of public sector financial regulations.
- Ability to lead large administrative and finance teams.
Salary & Benefits
Salary Scale
U-EX 3 (I)
Rs. 166,130 – 3 × 3,900 – 11 × 4,850 – 246,780 per month

- Eligibility for sabbatical leave with full pay upon completion of required service.
- Membership in the Universities Provident Fund and Pension Scheme (subject to applicable regulations).
- Gratuity payment according to the Payment of Gratuity Act No. 12 of 1983.
- Additional benefits as per University Grants Commission regulations.
General Conditions
- Appointment will initially be on probation for three years.
- The selected candidate may be confirmed subject to satisfactory performance.
- Appointment conditions will be governed by the Universities Act and University Grants Commission regulations.
- Age limits and other employment conditions will be determined according to UGC provisions.

- Structured Interview.
- Applicants obtaining 40% or more marks at the structured interview will be eligible for consideration for appointment.
