Job Overview
The University of Ruhuna is inviting applications from suitably qualified candidates for the position of Registrar. This is a senior administrative leadership role responsible for managing university administration, governance, policy implementation, human resources, and institutional operations. The successful candidate will play a key role in supporting the University’s strategic objectives and ensuring the effective administration of academic and non-academic functions.

Qualifications & Experience
Applicants must satisfy one of the following qualification pathways:
Category 1
- Degree with First or Second Class Honors.
- Postgraduate Degree at PhD level in Administration or Management from a recognized University/HEI.
- Minimum of 10 years of administrative experience after obtaining the first degree.
Category 2
- Degree with First or Second Class Honors.
- Postgraduate Degree of at least two years duration and a Master’s Degree in Administration or Management from a recognized University/HEI.
- Minimum of 12 years of administrative experience after obtaining the first degree.
Category 3
- Holder of the post of Deputy Secretary or Deputy Registrar in a Commission, Higher Educational Institution, or Institute.
- Completion of at least three years of satisfactory service in that post.
- Master’s Degree in Administration or Management of at least one year duration from a recognized University/HEI.
- Minimum of 14 years of administrative experience after obtaining the first degree, including at least five years at Deputy Secretary, Deputy Registrar, Senior Assistant Secretary, or Senior Assistant Registrar level.
Category 4
- Holder of the post of Deputy Secretary or Deputy Registrar in a Commission, Higher Educational Institution, or Institute.
- Completion of at least three years of satisfactory service in that post.
- Degree and a Postgraduate Diploma of at least one year duration in Administration or Management from a recognized University/HEI.
- Minimum of 15 years of administrative experience after obtaining the first degree, including at least five years at Deputy Secretary, Deputy Registrar, Senior Assistant Secretary, or Senior Assistant Registrar level.
Category 5
- Attorney-at-Law with a degree from a recognized University/HEI.
- Three years of satisfactory service as Deputy Secretary or Deputy Registrar in a Commission, Higher Educational Institution, or Institute.
- Minimum of 15 years of administrative experience after obtaining the first degree, including at least five years at Deputy Secretary, Deputy Registrar, Senior Assistant Secretary, or Senior Assistant Registrar level.
Category 6
- Holder of the post of Deputy Secretary or Deputy Registrar.
- Graduate from a recognized University/HEI.
- Minimum of 18 years of administrative experience in a Commission, Higher Educational Institution, or Institute.
- At least three years should be in the post of Deputy Secretary or Deputy Registrar and confirmed in that post.
Key Responsibilities
- Provide overall administrative leadership to the University.
- Ensure effective implementation of University policies and regulations.
- Coordinate governance and institutional management functions.
- Oversee human resource administration and general administration.
- Support the Vice Chancellor and governing authorities in administrative matters.
- Maintain compliance with University, UGC, and government regulations.
- Coordinate communication between academic and administrative divisions.
- Facilitate efficient management of institutional operations and strategic initiatives.

Salary & Benefits
Salary Scale
U-EX 3(I) – Rs. 181,730 – 3,900 x 11 – 246,780 per month
In addition, government-approved allowances applicable to the university system will be paid.
