Job Overview
The National STD/AIDS Control Programme (NSACP) under the Ministry of Health is recruiting Mobile Outreach Workers for its Mobile Container Clinic Programme under the Global Fund HIV Component Project. The selected candidates will support community-based HIV, STI, and Hepatitis prevention services, coordinate outreach activities, manage programme documentation, and assist in delivering sexual health services to key populations in the Western Province. Two vacancies are available.

Company Overview
The Global Fund HIV Component Project is implemented by the Ministry of Health and focuses on HIV/AIDS and Tuberculosis prevention and control activities throughout Sri Lanka. The programme supports key population interventions and community-based healthcare services through innovative outreach initiatives, including mobile clinic operations.
Qualifications & Experience
Educational Qualifications
- Passed G.C.E. Ordinary Level Examination in six subjects at one sitting with Credit Passes in:
- Sinhala/Tamil/English Language
- Mathematics
- Two other subjects
- Completed G.C.E. Advanced Level Examination and able to provide proof of completion.
Experience & Other Requirements
- Strong computer literacy including:
- Microsoft Word
- Microsoft Excel
- Spreadsheet applications
- Internet and Email
- Presentation software
- Statistical software
- Good written and spoken communication skills in English.
- Fluency in Sinhala and/or Tamil.
- Ability to travel extensively within the Western Province.
- Must be a member of, or have close experience working with, Key Population (KP) communities.
- Should not be an NGO Executive Director, NGO member in a conflicting capacity, or a retired government/private sector employee.
Key Responsibilities
Community Outreach & Programme Coordination
- Support community-based HIV, STI, and Hepatitis prevention services.
- Understand and support Key Population (KP) programmes in Colombo and Gampaha districts.
- Prepare weekly action plans for mobile clinic operations.
- Coordinate outreach activities and travel to high-impact locations.
- Assist in improving service coverage and programme targets.
- Organize outreach events, programmes, and review meetings.
Data Management & Documentation
- Maintain programme and administrative documentation.
- Enter and maintain data in the Prevention Information Management System (PIMS).
- Collect client registration forms and daily records.
- Maintain confidentiality of programme information.
- Handle official communications, including emails and reports.
Mobile Clinic Operations
- Assist with daily setup and operation of mobile clinics.
- Maintain inventories and monitor supplies.
- Ensure mobile clinic cleanliness and proper waste disposal.
- Operate the water system of the mobile clinic unit.
- Maintain vehicle inventory records before and after each session.
- Support daily clinic logistics and operational readiness.

Salary & Benefits
- Initial Monthly Salary: Rs. 40,000
- Communication Allowance: Rs. 1,000 per month
- EPF Contributions:
- Employer: 12%
- Employee: 8%
- ETF Contribution:
- Employer: 3%
General Conditions
- Appointment is through a Non-Governmental Organization (NGO)/Community-Based Organization (CBO) in collaboration with NSACP and the Family Planning Association of Sri Lanka.
- Contract period is one year, subject to renewal based on performance and programme requirements.

- Extensive travel within the Western Province is required.
