Qualifications & Experience

Educational & Professional Qualifications

• Degree from a university recognized by the University Grants Commission (UGC) of Sri Lanka.
• Diploma in Purchasing Management, Materials Management, or Supply Chain Management from the Institute of Supply and Materials Management of Sri Lanka (ISMM) or an equivalent qualification.
• Preference will be given to candidates holding Corporate Membership of the Institute of Supply and Materials Management of Sri Lanka (ISMM).

Experience

• Minimum of five (05) years of executive-level experience in a relevant field within a recognized public or private sector organization.
• Experience in IT-related procurement activities will be an added advantage.

Key Responsibilities

• Develop and lead the procurement function while managing the entire procurement value chain.
• Implement industry best practices and continuously improve procurement processes.
• Provide management information and procurement insights to support decision-making.
• Drive continuous improvements in supply chain operations and supplier performance management.
• Partner with business units to provide procurement solutions that meet organizational needs.
• Monitor market trends and recommend strategies to enhance procurement effectiveness.
• Negotiate favorable procurement terms and optimize purchasing power.
• Implement cost-effective inventory management and outsourcing strategies.
• Organize supplier engagement initiatives to strengthen value chain management and supplier relationships.

Required Skills

• Strong knowledge of procurement, purchasing, and supply chain management principles.
• Sound understanding of National Procurement Commission (NPC) guidelines.
• Excellent negotiation, communication, and stakeholder management skills.
• Proven leadership and team management capabilities.
• Experience in conducting procurement evaluations and managing procurement committees.
• Strong analytical and strategic decision-making skills.
• High proficiency in IT applications and web-based procurement systems.

Salary & Benefits

Contract Terms

• Fixed-term contract for three (03) years.
• Performance will be reviewed annually.
• Contract renewal may be considered based on performance and organizational requirements.

• Salary will be determined based on qualifications, experience, and suitability for the role.

• Must be a citizen of Sri Lanka.
