Job Overview
The National STD/AIDS Control Programme (NSACP) under the Ministry of Health is recruiting Lab Assistants for Mobile Clinic Operations under the Global Fund HIV Component Project. The selected candidates will support laboratory testing, specimen collection, inventory management, data reporting, and mobile clinic operations focused on HIV, STI, and Hepatitis prevention services. Two vacancies are available.

Company Overview
The Global Fund HIV Component Project supports HIV/AIDS and Tuberculosis prevention and control activities in Sri Lanka. The Ministry of Health serves as the Principal Recipient for grants awarded by the Global Fund to Fight AIDS, Tuberculosis and Malaria for the period 2025–2027.
Qualifications & Experience
Educational Qualifications
- Passed G.C.E. Ordinary Level Examination in six subjects at one sitting with Credit Passes in:
- Sinhala/Tamil/English Language
- Mathematics
- Two other subjects
- Completed G.C.E. Advanced Level Examination.
- Certificate or Diploma in Laboratory Technology.
- Certificate Course in Phlebotomy will be considered an added advantage.
Experience Requirements
- Minimum one year of experience in a similar position.
- Ability to work independently and handle confidential information.
- Strong communication skills in Sinhala and/or Tamil with proficiency in English.
- Experience working in laboratory environments and community health programmes is advantageous.
Key Responsibilities
Laboratory & Clinical Support
- Assist with patient examinations, sample collection, and testing.
- Conduct testing for:
- HIV
- Syphilis
- Hepatitis B (HBV)
- Hepatitis C (HCV)
- Collect biological samples for investigations including:
- VDRL
- TPPA
- HIV ELISA
- HIV Confirmation Tests
- HBV Profile
- HCV PCR
- Gonorrhea
- Chlamydia
- Operate Point-of-Care diagnostic equipment for:
- Liver profiles
- Lipid profiles
- Renal profiles
- Blood sugar testing
- Assist with ultrasound scanning procedures.
Inventory & Documentation
- Manage laboratory inventory and commodity records.
- Label, document, and dispatch laboratory samples.
- Maintain stock registers and stock balance records.
- Maintain laboratory, administrative, and stationery registers.
- Record testing and investigation data in paper-based systems and the Prevention Information Management System (PIMS).
- Submit quarterly reports and data.
Mobile Clinic Operations
- Coordinate daily operations of mobile container clinics.
- Prepare weekly action plans and clinic schedules.
- Coordinate outreach activities and field visits.
- Support HIV self-test distribution.
- Maintain cleanliness and safety standards of mobile clinics.
- Ensure proper waste disposal and equipment sterilization.
- Maintain vehicle inventory and operational readiness.
- Assist with community outreach programmes and service delivery.
Required Skills
- Laboratory testing and sample handling skills.
- Computer literacy including:
- Microsoft Word
- Microsoft Excel
- Email and Internet applications
- Statistical software
- Data entry systems
- Strong organizational and reporting skills.
- Ability to travel extensively within the Western Province.
- Strong teamwork and interpersonal skills.
- Ability to work under pressure and meet strict deadlines.
- High standards of integrity, discipline, and confidentiality.
Salary & Benefits
- Salary according to Public Administration Circular No. 02/2026.
- Service Code: PL1 Grade III.
- Monthly salary: Rs. 75,532.
- EPF Contributions:
- Employer: 12%
- Employee: 8%
- ETF Contribution:
- Employer: 3%
General Conditions
- Contract appointment through an NGO/Community-Based Organization supporting NSACP.
- Initial contract period of one year.
- Contract extension depends on performance and programme requirements.
- Age should be below 45 years.
- Travel throughout the Western Province is required.
