Job Overview
The National STD/AIDS Control Programme (NSACP) under the Ministry of Health is seeking a qualified ICT Assistant to provide technical support for key digital health information systems funded through the Global Fund HIV Component Project. The successful candidate will support the maintenance, implementation, and sustainability of various ICT systems and infrastructure used in HIV/AIDS prevention and control programmes across Sri Lanka.

Company Overview
The Global Fund to Fight AIDS, Tuberculosis and Malaria has awarded grants to Sri Lanka amounting to USD 6.38 million for the period 2025–2027. The Ministry of Health serves as the Principal Recipient and implements programmes focused on HIV/AIDS and Tuberculosis prevention and control.
Qualifications & Experience
Educational Qualifications
- Passed G.C.E. Ordinary Level in six subjects at one sitting with Credit Passes in:
- Sinhala/Tamil/English Language
- Mathematics
- Two other subjects
- Passed G.C.E. Advanced Level examination at one sitting.
- Diploma in ICT-related field, part qualification in ICT, or NVQ Level 4 or above in Information Technology/ICT.
- ICT training course of at least 1,500 hours will be an added advantage.
Experience Requirements
- Minimum 2–3 years of hands-on experience in:
- Computer hardware maintenance
- Networking and communications
- MIS Help Desk operations
- Microsoft Office applications
- Prior experience in foreign-funded projects, especially public sector projects, is preferred.
- Experience working with secure information systems is an advantage.
Key Responsibilities
- Provide hardware and software support for:
- Electronic Information Management System (EIMS)
- Prevention Information Management System (PIMS)
- Know4sure.lk
- NSACP web platforms and KPI dashboards
- Install, configure, maintain and repair servers and ICT hardware.
- Train and support system users.
- Maintain records of user activities and system maintenance.
- Assist in organizing meetings, workshops, and training programmes under the SIM Unit.
- Maintain filing systems related to digital platforms.
- Assist with inventory management of ICT equipment.
- Collect and disseminate information from internal and external sources.
- Support other Global Fund grant activities when required.
- Perform additional duties assigned by the Coordinator of the SIM Unit.
Required Skills
- Hardware troubleshooting and root cause analysis.
- Ability to diagnose and resolve technical issues independently.
- Desktop and laptop repair skills (advantageous).
- Strong computer literacy including:
- Microsoft Word
- Microsoft Excel
- Microsoft PowerPoint
- Internet and Email applications
- Good communication and consultation skills.
- Strong English proficiency with fluency in Sinhala and/or Tamil.
- Team-oriented attitude and adaptability.
Salary & Benefits
- Salary according to Public Administration Circular No. 02/2026 (MN-2 Grade III).
- Initial monthly salary: Rs. 88,240
- EPF Contributions:
- Employer: 12%
- Employee: 8%
- ETF Contribution:
- Employer: 3%
General Conditions
- Duty station is Colombo, with travel required to project sites throughout Sri Lanka.
- Applicants must be below 64 years as of 31 December 2026.
- Recruitment is on a contract basis.
- Initial contract period is one year, including a three-month probation period.
- Contract renewal is subject to satisfactory performance and Global Fund approval.
