Job Overview
The Embassy of Japan in Sri Lanka is inviting applications for the position of Consultant for its Grassroots Grant Projects (GGP). This role offers an excellent opportunity for development sector professionals to contribute to community development initiatives funded through Japan’s Grant Assistance for Grassroots Human Security Projects (GGP) Programme.
The successful candidate will support project management, monitoring, evaluation, reporting, and stakeholder engagement activities while working closely with NGOs, government institutions, and development partners.

Position Details
Job Title: Consultant – Grassroots Grant Projects (GGP)

Job Type: Contract
Contract Period: September 2026 – August 2027 (with the possibility of extension for one or two additional years by mutual agreement)
Company Overview
The Embassy of Japan in Sri Lanka administers various development cooperation initiatives, including the Grant Assistance for Grassroots Human Security Projects (GGP) Programme. The programme supports community-level projects aimed at improving human security and socio-economic development throughout Sri Lanka.
Qualifications & Experience
Educational Qualifications
- Bachelor’s Degree in Development Studies or a related field.
- A Master’s Degree will be considered an added advantage.
Experience Requirements
- Minimum 3 years of work experience in the development sector.
- Experience in project management consultancy is highly desirable.
- Experience working with donor agencies will be considered an added qualification.
- Field-level development project experience will be an advantage.
Key Responsibilities
- Monitor and evaluate grassroots development projects.
- Conduct field visits and project follow-up activities.
- Prepare project reports and documentation.
- Coordinate with NGOs, community organizations, and government institutions.
- Support project formulation and implementation processes.
- Maintain project records and ensure timely reporting.
- Build and maintain professional relationships with stakeholders.
- Assist in project assessment and grant management activities.
Required Skills
- Excellent report writing skills.
- Strong time management and organizational abilities.
- Experience in field monitoring and project evaluation.
- Excellent interpersonal and networking skills.
- Ability to build relationships with NGOs and government officials.
- Advanced English writing and speaking skills.
- Fluency in Sinhala and/or Tamil.
- Strong computer literacy, including:
- Microsoft Word
- Microsoft Excel
- Microsoft PowerPoint
- Microsoft Outlook
Salary & Benefits
- Salary will be determined based on qualifications and experience.

Work Environment
- Based in Colombo.
- Occasional travel throughout Sri Lanka is required for project monitoring, follow-up, and formulation activities.
