The Mahaweli Water Security Investment Program (MWSIP) – Stage II Project is seeking a qualified Institutional & Capacity Building Specialist to support the successful implementation of the Commercial Agriculture Development (CAD) Project. This position is ideal for experienced professionals with expertise in institutional development, stakeholder coordination, capacity building, training programmes, and sustainable agricultural development.

Company Overview

The Mahaweli Water Security Investment Program (MWSIP) – Stage II Project is implemented by the Ministry of Agriculture, Livestock, Lands and Irrigation with funding from the International Fund for Agricultural Development (IFAD) and the Asian Development Bank (ADB). The Commercial Agriculture Development (CAD) Project focuses on enhancing agricultural productivity, strengthening institutions, improving market access, promoting sustainable farming practices, and supporting rural economic development across Sri Lanka.

Qualifications & Experience

Applicants should satisfy one of the following qualification pathways:

• A Bachelor’s Degree in the relevant field together with Associate Membership or a similar professional qualification obtained from a recognized professional body, and at least 10 years of managerial experience in the relevant field.
• OR Corporate Membership or a similar professional qualification obtained from a recognized professional body with at least 8 years of managerial experience in the relevant field.
• OR A Class I Officer of a Government All-Island Service (or equivalent status) together with Associate Membership or a similar professional qualification and at least 3 years of experience in the Class I position or an equivalent role.

Additional advantages include:

• Experience in institutional development and capacity building projects.
• Experience working with government institutions and development partners.
• Experience in foreign-funded development programmes.
• Excellent English communication skills.
• Computer literacy and knowledge of government regulations.

Key Responsibilities

• Assist the Project Director in the effective implementation and management of the Commercial Agriculture Development Programme.
• Lead institutional development initiatives for the project.
• Plan, implement, monitor, and evaluate institutional strengthening programmes.
• Conduct farmer awareness and mobilization activities.
• Develop and coordinate training and capacity development programmes.
• Facilitate conflict resolution among stakeholders where required.
• Coordinate with government agencies and project stakeholders.
• Promote sustainable agricultural practices and improved market access.
• Manage project resources while ensuring compliance with applicable regulations.
• Support timely completion of project activities within approved budgets.
• Contribute to achieving the overall objectives of the Commercial Agriculture Development initiative.

Salary & Benefits

• Salary Scale: Category C – Rs. 305,000 – (2 × 10,000) Rs. 325,000
• Government-approved salary scale with applicable allowances.
• Cost of living allowance payable in accordance with relevant government circulars.
• One-year contract renewable based on performance and project requirements.
