Job Overview

The Mahaweli Water Security Investment Program (MWSIP) – Stage II Project is inviting applications for the position of Technical Officer (Civil) under the Commercial Agriculture Development (CAD) Project. This is an excellent opportunity for experienced civil engineering professionals to support construction supervision, quality assurance, site safety, and infrastructure development within a nationally significant agricultural development programme.

Company Overview

The Mahaweli Water Security Investment Program (MWSIP) – Stage II Project is implemented by the Ministry of Agriculture, Livestock, Lands and Irrigation with financial assistance from the International Fund for Agricultural Development (IFAD) and the Asian Development Bank (ADB). The Commercial Agriculture Development (CAD) Project focuses on strengthening agricultural infrastructure, improving productivity, promoting sustainable rural development, and supporting commercial agriculture across Sri Lanka.

Qualifications & Experience

Applicants should satisfy one of the following qualification pathways:

• A Bachelor’s Degree or a qualification recognized by the University Grants Commission as equivalent to a degree in the relevant field.
• OR A Certificate of Proficiency not below National Vocational Qualification (NVQ) Level 7 issued by a Technical or Vocational Training Institute accepted by the Tertiary and Vocational Education Commission, together with at least 4 years of relevant experience.
• OR A Certificate of Proficiency not below NVQ Level 6 with at least 7 years of relevant experience.
• OR A Certificate of Proficiency not below NVQ Level 5 with at least 10 years of relevant experience.

Additional advantages include:

• Experience in civil construction projects.

• Good English communication skills.
• Computer literacy and knowledge of government regulations.

Key Responsibilities

• Supervise day-to-day civil construction activities.
• Report construction progress and site issues to the Project Director and Project Implementation Unit.
• Monitor construction quality and ensure compliance with project specifications.
• Ensure workplace health and safety standards are maintained.
• Plan preparatory activities for upcoming construction work.
• Coordinate with contractors, consultants, and project stakeholders.
• Maintain construction records and progress reports.
• Assist in delivering project activities within approved timelines and budgets.

Salary & Benefits

• Salary Scale: Category E – Rs. 190,000 – (2 × 7,500) Rs. 205,000
• Government-approved salary scale with applicable allowances.

• One-year contract renewable based on performance and project requirements.
• Opportunity to work on a nationally important development project funded by international development partners.
