Job Overview

ChildFund Sri Lanka is inviting proposals from qualified consultants or consultancy firms for the assignment “Consultant – Baseline Study, MERL Capacity Building on Baseline Study Development.” This consultancy is part of the STEP (Strengthening Organizational Capacity for Evidence, Learning, and Impact to Enhance Wellbeing of Children, Youth, and Vulnerable Communities in Sri Lanka) Project. The selected consultant will lead the design and implementation of a comprehensive baseline study while strengthening the Monitoring, Evaluation, Research, and Learning (MERL) capacity of ChildFund Sri Lanka and its partner organizations.

Qualifications & Experience

• Must be a legally registered consultant or consultancy firm in Sri Lanka.
• Proven experience in Monitoring, Evaluation, Research, and Learning (MERL).
• Minimum of 3 baseline studies completed in the development or NGO sector.
• Demonstrated experience in both quantitative and qualitative research methodologies.
• Strong expertise in data collection, survey design, data analysis, and reporting.
• Experience using statistical software for quantitative data analysis and qualitative data analysis software.
• At least 10 years of experience for the proposed MERL expert in project monitoring and evaluation.
• Previous experience working with Non-Governmental Organizations (NGOs).
• Familiarity with ChildFund’s partnership approaches and Memorandums of Understanding (MOUs) is an advantage.
• Good understanding of child protection, safeguarding, and data protection policies.

Key Responsibilities

• Design and implement the baseline study for the STEP Project.
• Develop the study methodology, sampling strategy, and data collection plan.
• Design quantitative and qualitative research tools.
• Conduct enumerator recruitment, training, and pilot testing.
• Supervise field data collection across project locations.
• Perform data cleaning, validation, analysis, and interpretation.
• Establish baseline values for project indicators.
• Prepare inception reports, baseline reports, and final consultancy reports.
• Build the MERL capacity of ChildFund Sri Lanka staff and partner organizations through structured training sessions.
• Present findings and recommendations to project stakeholders.
• Ensure all deliverables are completed within agreed timelines and quality standards.
