Job Overview

Central Engineering Consultancy Bureau (CECB), under the Ministry of Agriculture, Livestock, Lands and Irrigation, invites applications from suitably qualified citizens of Sri Lanka for the position of Accountant on a contract basis. The successful candidate will be responsible for accounting, financial reporting, budgeting, financial resource management and related administrative functions.

Company Overview

Central Engineering Consultancy Bureau is a State Corporation established under the State Industrial Corporations Act No. 49 of 1957. The Bureau is involved in construction, engineering consultancy and related engineering activities, with its registered office and principal place of business at Bauddhaloka Mawatha, Colombo 07.

Qualifications & Experience

Applicants should possess any one of the following:

Option A

• A four-year Degree in Accountancy or Finance recognized by the University Grants Commission (UGC), Sri Lanka.
• Passed the Intermediate Examination of the Institute of Chartered Accountants of Sri Lanka (CASL), or an equivalent qualification recognized by CASL, CIMA or ACCA.
• Minimum five years of post-qualifying relevant experience in the Public Service, Corporation, Statutory Board, Institution or recognized Non-State Institution.

Option B

• Passed Finalist level of the Institute of Chartered Accountants of Sri Lanka (CASL), or an equivalent qualification recognized by CASL, CIMA or ACCA.
• Minimum one year of post-qualifying relevant experience in the Public Service, Corporation, Statutory Board, Institution or recognized Non-State Institution.

Key Responsibilities

• Carry out and coordinate accounting activities with other disciplines, internal and external parties.
• Supervise and guide accounting staff.
• Perform all accounting functions in accordance with relevant regulations, rules and directions of supervising officers.
• Prepare periodic financial statements, interpret financial results and advise management as appropriate.
• Manage Bureau funds and other financial resources effectively.
• Prepare cash forecasts and assist in preparing budgets.
• Monitor actual financial performance against approved budgets.
• Coordinate accounting functions with Managers of other Divisions, Sections and Units to achieve organizational goals.
• Advise Senior Management on the effective utilization of Bureau funds and other resources.
• Liaise with banks, state institutions, clients, contractors, suppliers and other relevant parties on financial matters.
• Negotiate with banks to arrange suitable financial facilities and other requirements.
• Evaluate the performance of accounting staff and support improvements in their performance.
• Organize training programmes for Accountants and other accounting staff.
• Keep accounting staff updated on the latest financial and accounting knowledge.
• Prepare overall budgets for relevant divisions, sections and units under the direction of supervising officers.
• Assist Senior Management with managerial functions related to project activities and administration.
• Supervise, guide and train junior staff and support their Continuous Professional Development (CPD).
• Perform any other duties assigned by the supervising officers.

Required Skills

• Strong knowledge of accounting and financial management.
• Ability to prepare and interpret financial statements.
• Budget preparation, cash forecasting and financial monitoring skills.
• Knowledge of financial regulations and accounting standards.
• Strong analytical and problem-solving abilities.
• Good communication and coordination skills.
• Ability to supervise, guide and train accounting staff.
• Strong financial resource management skills.
• Ability to work effectively with internal and external stakeholders.

Salary & Benefits

• Selected candidates will be placed on a suitable salary point depending on their qualifications and experience in accordance with MSD Circular 01/2025.
• The Bureau will contribute 12% of salary to the Employees Provident Fund (EPF).
• The Bureau will contribute 3% of salary to the Employees Trust Fund (ETF).
• The position is offered on a contract basis.
