Job Overview
Central Engineering Consultancy Bureau (CECB), under the Ministry of Agriculture, Livestock, Lands and Irrigation, invites applications from suitably qualified citizens of Sri Lanka for the position of Engineer (Civil / Mechanical) on a contract basis. CECB is a premier engineering consultancy organization involved in infrastructure development and multidisciplinary engineering services.

Company Overview
Central Engineering Consultancy Bureau is a Sri Lankan state engineering consultancy organization providing services across a wide range of engineering disciplines and infrastructure development projects. The Bureau operates under the Ministry of Agriculture, Livestock, Lands and Irrigation.
Qualifications & Experience
Applicants should possess any one of the following qualifications:
- A four-year Degree in Engineering in the field of Civil or Mechanical Engineering recognized by the University Grants Commission (UGC), Sri Lanka, and recognized by the Institution of Engineers Sri Lanka (IESL) for admission to the Class of Associate Membership of IESL and the Engineering Council of Sri Lanka (ECSL).
- Any other relevant Degree or qualification recognized by IESL as equivalent to a four-year B.Sc. Degree in Engineering and recognized by ECSL for admission to the Class of Associate Membership of IESL.
- Experience in the design of bridges, foundations, port and coastal structures, building services engineering, or construction supervision of multi-storied building works including piling will be an added advantage.
Key Responsibilities
- Carry out engineering activities while coordinating with other disciplines, internal and external parties, and supervising and guiding staff.
- Conduct engineering studies, investigations, testing, including in-situ and laboratory testing, and surveying.
- Undertake designs, planning, construction, fabrication, installation, supervision and quality assurance of engineering works.
- Ensure engineering works comply with relevant standards, drawings, specifications, industrial norms and green technology requirements.
- Perform project management and construction management functions.
- Handle operations and maintenance of engineering works.
- Monitor and control the physical and financial progress of engineering works.
- Prepare and check engineering drawings, schedules and reports, cost estimates and Bills of Quantities.
- Assist Senior Management in managerial functions related to project activities and administration.
- Supervise, guide and train junior engineers and other technical staff.
- Support Continuous Professional Development (CPD) activities for junior engineers and technical staff.
- Perform any other duties assigned by the supervising officers.
Required Skills
- Strong engineering knowledge in Civil or Mechanical Engineering.
- Ability to conduct engineering studies, investigations, testing and surveying.
- Knowledge of engineering design, construction supervision and quality assurance.
- Ability to prepare and review engineering drawings, schedules, reports, cost estimates and Bills of Quantities.
- Project and construction management skills.
- Strong coordination and communication skills.
- Ability to supervise, guide and train junior engineering and technical staff.
- Knowledge of relevant engineering standards, specifications and industrial practices.
Salary & Benefits
- Selected candidates will be placed on a suitable salary point depending on their qualifications and experience in accordance with MSD Circular 01/2025.
- The Bureau will contribute 12% of salary to the Employees Provident Fund (EPF).
- The Bureau will contribute 3% of salary to the Employees Trust Fund (ETF).
- The position is offered on a contract basis.
