Job Overview

The Office on Missing Persons (OMP) is inviting applications for the position of Director General (DG) / Chief Executive Officer (CEO). This is a prestigious senior leadership opportunity for an experienced professional to provide strategic and operational leadership to the Office. The successful candidate will oversee the implementation of institutional policies, manage day-to-day operations, and lead the Secretariat in fulfilling the mandate of the Office in accordance with the Office for Reparations Act No. 34 of 2018.

The Office on Missing Persons (OMP) is an independent state institution established by the Government of Sri Lanka to address issues relating to missing and disappeared persons. The organization plays a vital role in promoting truth, accountability, and reconciliation while supporting affected families through its statutory mandate. The Director General / Chief Executive Officer leads the Secretariat and is responsible for ensuring the effective administration and achievement of the Office’s objectives.

Qualifications & Experience

Applicants should possess one of the following qualification pathways:

• Bachelor’s Degree in Science, Public Administration, Management, Social Development, Law, Economics, or a related field recognized by the University Grants Commission (UGC).
• A Postgraduate Degree in a relevant discipline recognized by the UGC or Associate Membership of a recognized Chartered Professional Institution.
• OR Full Membership of a recognized Chartered Professional Institute relevant to the position.
• Minimum 15 years of managerial experience, including at least 3 years in a senior managerial role.
• Proven leadership experience in a State Corporation, Statutory Board, Government Institution, or a reputed private-sector organization.
• Applicants should be between 35 and 55 years of age. The upper age limit does not apply to eligible public officers appointed on secondment, while retired public officers below 65 years may be considered on a contract basis.

• Provide strategic and operational leadership to the Office.
• Ensure effective implementation of programmes and activities in accordance with approved policies and legislation.
• Manage the administration and day-to-day operations of the Secretariat.
• Lead and motivate staff while fostering a high-performance organizational culture.
• Ensure efficient utilization of financial, human, and operational resources.
• Drive the achievement of institutional goals and strategic objectives.
• Maintain accountability for the overall performance and effective functioning of the Office.
• Support policy implementation and organizational governance.

Salary & Benefits

• Salary Scale: HM 1-3 – Rs. 152,500 – 15×4,100 – 214,000.
• Higher remuneration may be considered based on exceptional qualifications and experience.
