The Merchant Shipping Secretariat Vacancies 2026 notification has been officially released by the Merchant Shipping Secretariat under the Ministry of Ports and Civil Aviation.
Applications are invited from suitably qualified and experienced STCW-certified maritime professionals to establish:
- A Pool of Port State Control (PSC) Resource Personnel
- A Pool of Resource Personnel for Seafarers’ Examinations & Audits
This recruitment aims to enhance Sri Lanka’s maritime safety standards and regulatory compliance in accordance with International Maritime Organization (IMO) instruments and STCW regulations .
📌 1️⃣ Pool of Port State Control (PSC) Officers – 2026
The Merchant Shipping Secretariat is establishing a Pool of External Resource Persons to conduct Port State Control (PSC) inspections to strengthen maritime safety and compliance under IMO and IOMoU frameworks .
🔹 Available Positions
- PSC Resource Personnel – Navigation
- PSC Resource Personnel – Engineering
🎓 Eligibility Criteria (PSC Pool)
Applicants must satisfy all mandatory requirements:
✔ Minimum 24 months of relevant seagoing service or professional experience related to maritime operations, ship inspection, engineering, navigation, or allied maritime fields
✔ Physically and mentally fit
🏅 Professional Qualifications (One or More Required)
- Chief Engineer Certificate of Competency (STCW Regulation III/2 – Unlimited)
- Master Mariner Certificate of Competency (STCW Regulation II/2 – Unlimited)
- Professional qualification as a Naval Architect
- Full membership of a recognized professional body
⚠ Additional Requirement
Applicants must not be employed by Classification Societies or port service providers .
📝 Selection Process (PSC Pool)
- Interview conducted by the Administration to verify STCW compliance and professional qualifications
- Selected candidates must undergo PSC training sessions
- Continuous presence in Sri Lanka is not mandatory
- Appointments will be made on a case-by-case basis, depending on ship risk profile and specialization
📌 2️⃣ Pool of Resource Personnel for Examinations & Audits – 2026
The Merchant Shipping Secretariat is also establishing a Pool of External Resource Persons to conduct Seafarers’ Examinations and Audits in compliance with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978 (as amended) .

- Resource Personnel – Navigation
- Resource Personnel – Engineering
🎓 Eligibility Criteria (Examinations & Audits Pool)
Applicants must be physically and mentally fit to perform duties anywhere within Sri Lanka .
🛳 Pathways for Qualification
✅ Master / Chief Engineer Pathway
Applicants must:
- Hold a Master Mariner or Chief Engineer Certificate of Competency (CoC) issued by Sri Lanka or a country with Mutual Recognition Agreement under STCW Regulation I/10
- Have minimum 24 months of seagoing service as:
- Master (3,000 GT or above) on international voyages
OR - Chief Engineer (3,000 kW or above) on international voyages
- Master (3,000 GT or above) on international voyages
✅ Chief Mate / Second Engineer Pathway
Applicants must:
- Hold Chief Mate or Second Engineer CoC (Sri Lanka or MRA country)
- Have minimum 24 months of seagoing service as:
- Chief Officer (3,000 GT or above)
OR - Second Engineer (3,000 kW or above)
- Chief Officer (3,000 GT or above)
📝 Selection & Training (Examinations & Audits Pool)
- Interview to verify STCW compliance and qualifications
- Selected candidates must undergo Assessor Training in line with the Quality Management System (QMS) of MSS
- Continuous presence in Sri Lanka not mandatory
- Appointments based on declared availability
