Qualifications & Experience

Applicants must satisfy one of the following qualification pathways specified in the advertisement:

1. A Degree with First or Second Class and a Postgraduate Degree at PhD level in Administration or Management from a recognized University/HEI, with not less than ten (10) years of administrative experience at the level of Deputy Registrar or equivalent.
2. A Degree with First or Second Class and a Postgraduate Degree of not less than two (2) years in Administration or Management from a recognized University/HEI, with not less than twelve (12) years of administrative experience at the level of Deputy Registrar or equivalent.
3. A holder of the post of Deputy Secretary/Deputy Registrar of a Commission or a Higher Educational Institution/Institute, with a Degree and a Postgraduate Degree in Administration or Management from a recognized University/HEI, with not less than ten (10) years of experience at the level of Deputy Secretary/Deputy Registrar or equivalent, including at least five (5) years in a senior administrative capacity.
4. A holder of the post of Deputy Secretary/Deputy Registrar of a Commission or a Higher Educational Institution/Institute, with a Degree and a Postgraduate Diploma of not less than one (1) year in Administration or Management from a recognized University/HEI, with not less than twelve (12) years of administrative experience at the level of Deputy Secretary/Deputy Registrar or equivalent, including at least five (5) years in a senior administrative capacity.
5. An Attorney-at-Law with a Degree from a recognized University/HEI, who has completed three (3) years of satisfactory service in the post of Deputy Secretary/Deputy Registrar of a Commission or a Higher Educational Institution/Institute, with not less than ten (10) years of administrative experience at the level of Deputy Secretary/Deputy Registrar or equivalent, including at least five (5) years in a senior administrative capacity.
6. An Attorney-at-Law with a Degree from a recognized University/HEI, who is a graduate of a recognized University/HEI with a Postgraduate Diploma of not less than one (1) year in Administration or Management, and who has completed three (3) years of satisfactory service in the post of Deputy Secretary/Deputy Registrar of a Commission or a Higher Educational Institution/Institute, with not less than ten (10) years of administrative experience at the level of Deputy Secretary/Deputy Registrar or equivalent, including at least five (5) years in a senior administrative capacity.

Additional requirement: Applicants must have experience gained in a post in the Sri Lanka Administrative Service or an equivalent service, or in an administrative post in a recognized University/HEI or an equivalent institution, after obtaining the first degree. Experience in specialized fields such as Finance, Engineering, or other technical fields is not considered equivalent to administrative experience.

Key Responsibilities

• Oversee the University’s administrative functions and day-to-day operations.
• Exercise the duties and powers assigned to the Registrar under the University Act and applicable regulations.
• Support the Vice-Chancellor and University administration in implementing institutional policies and decisions.
• Ensure proper administrative procedures, records, and documentation.
• Coordinate administrative matters across University departments and relevant units.
• Support compliance with applicable laws, regulations, and University policies.
