Job Overview

The Ministry of Transport, Highways and Urban Development is inviting applications from qualified Sri Lankan citizens for the post of Procurement Specialist under the Inclusive Connectivity & Development Project (ICDP). The project supports infrastructure development and connectivity enhancement initiatives across Sri Lanka.

Project Overview

The Inclusive Connectivity & Development Project (ICDP) is implemented under the Ministry of Transport, Highways and Urban Development to strengthen national transport infrastructure and development activities while ensuring proper procurement and project management processes.

Qualifications & Experience

Applicants should fulfill one of the following qualification pathways under Category C of Management Services Circular No. 02/2026:

Option 1

• Bachelor’s Degree in the relevant field
• Associate Membership or similar professional qualification from a recognized professional body
• Minimum 08 years of managerial-level experience in the relevant field

Option 2

• Corporate Membership or similar professional qualification from a recognized professional body
• Minimum 06 years of managerial-level experience in the relevant field

Option 3

• Class I officer of a Government All-Island Service or equivalent status in the relevant field
• Associate Membership or similar professional qualification
• Minimum 02 years of experience in a Class I post or equivalent position

Relevant Field

• Procurement
• Supply Chain Management
• Project Procurement
• Public Sector Procurement Management

Preference will be given to candidates with experience in:

• Government procurement procedures
• International donor-funded projects
• Procurement planning and contract management

Age Limit

• Below 60 years for Government and Semi-Government officers
• Below 64 years for external applicants

Salary & Benefits

• Salary and allowances will be paid according to Management Services Circular No. 02/2026 issued by the Ministry of Finance, Planning and Economic Development.

Terms of Employment

• Contract basis appointment
• Initially for a period of one year
• Extensions may be granted based on project requirements and performance evaluations
