Access Engineering PLC is inviting applications for the position of Manager – Quality Assurance for the Central Expressway Project III – Phase 2. This site-based opportunity is ideal for experienced Civil or Material Engineering professionals with extensive highway construction experience and expertise in Quality Assurance (QA), ISO management systems, and quality compliance. The selected candidate will lead the QA team, maintain internationally recognized quality standards, and ensure the successful delivery of one of Sri Lanka’s largest infrastructure projects.

Qualifications & Experience

Applicants should possess:

• BSc in Civil Engineering, Material Engineering, or an equivalent qualification from a recognized university.
• Registration with the Engineering Council of Sri Lanka (ECSL).
• Valid membership/registration with the Institution of Engineers Sri Lanka (IESL).
• Minimum 10 years of experience in the Highway and Major Roads sector.
• Strong knowledge of ISO 9001, ISO 14001, and ISO 45001 management systems.
• Experience leading Quality Assurance teams on large construction projects.
• Excellent interpersonal, communication, and leadership skills.
• Willingness to work extended hours when necessary.
• Familiarity with modern construction technologies will be an added advantage.

Key Responsibilities

• Maintain the company’s ISO 9001, ISO 14001, and ISO 45001 compliant management systems and drive continuous improvement.
• Prepare and approve Project Quality Plans, Inspection & Test Plans (ITPs), and quality procedures.
• Lead, supervise, and coach the Quality Assurance team.
• Ensure inspections are carried out in accordance with approved Quality Plans and ITPs.
• Monitor construction activities to ensure compliance with drawings, specifications, and ISO quality requirements.
• Develop and implement practical quality control action plans, including checklists, hold points, and pre-pour/pre-cover inspections.
• Manage the NCR (Non-Conformance Report) system and ensure timely closure of corrective actions.
• Coordinate internal and external quality audits and ensure audit findings are closed promptly.
• Maintain accurate and up-to-date quality documentation and records.
• Provide technical guidance and quality-related solutions to site teams.
