Job Overview

The Office on Missing Persons (OMP) is seeking an experienced finance and procurement professional to lead its Finance and Procurement Division. The successful candidate will be responsible for developing and implementing finance and procurement policies, procedures, systems, and ensuring the effective management of all financial and procurement functions of the institution.

Organization Overview

The Office on Missing Persons (OMP) is an independent institution established under the Office on Missing Persons (Establishment, Administration and Discharge of Functions) Act No. 14 of 2016. The OMP is responsible for addressing issues related to missing and disappeared persons in Sri Lanka and supports truth-seeking, accountability, and reconciliation efforts.

Qualifications & Experience

Applicants must fulfill one of the following qualification pathways:

Option 1

• Bachelor’s Degree in Finance, Accounting, Business Administration, Commerce, Management (Finance), or another relevant discipline recognized by the University Grants Commission (UGC).
• Postgraduate Degree (Master’s) in a relevant field or Associate Membership of a recognized professional Chartered Institute relevant to the post.
• Minimum 13 years of managerial-level experience in a Corporation, Statutory Board, Institution, or reputed private organization.

OR

Option 2

• Full Membership of a recognized professional Chartered Institution relevant to the field.
• Minimum 13 years of managerial-level experience in a Corporation, Statutory Board, Institution, or reputed private organization.

Key Responsibilities

• Lead and manage the Finance and Procurement Division.
• Develop and implement finance and procurement policies, procedures, and systems.
• Ensure efficient execution of all finance-related activities.
• Oversee procurement planning, processes, and compliance.
• Maintain financial governance and accountability standards.
• Support strategic decision-making through sound financial management.
• Ensure institutional compliance with applicable financial and procurement regulations.

Required Skills

• Strong leadership and managerial capabilities.
• Expertise in finance, accounting, budgeting, and procurement functions.
• Policy development and implementation experience.
• Strategic planning and financial management skills.
• Excellent communication and stakeholder management abilities.
• Strong analytical and problem-solving skills.
• Computer literacy and knowledge of public sector financial practices will be advantageous.

Salary & Benefits

• Salary Scale: HM 1-1 2025 [Rs. 140,640 – 15 x 4,100 – 202,140]
