Job Overview

WUSC Sri Lanka is seeking a qualified Consultant (Individual or Firm) to conduct the Baseline Survey for the STRIVE Project (Strengthening TVET Resilience and Inclusive Vocational Employment). The selected consultant will lead field-level baseline data collection, research, statistical analysis, and reporting to measure outcome-level indicators, with a strong emphasis on gender equality and green skills in Sri Lanka’s Northern and Eastern Provinces.

Organization Overview

WUSC Sri Lanka is implementing the STRIVE Project, a five-year initiative aimed at strengthening the Technical and Vocational Education and Training (TVET) ecosystem in Sri Lanka’s Northern and Eastern Provinces. The project focuses on improving vocational employment opportunities through inclusive, evidence-based interventions that promote resilience, gender equality, and green skills.

Qualifications & Experience

Applicants should possess:

• Proven expertise in research design and baseline survey implementation.
• Experience in field-level primary data collection.
• Strong knowledge of data cleaning, statistical analysis, and thematic coding.
• Experience in designing research tools and conducting quantitative and qualitative studies.
• Familiarity with the socio-political and economic context of the Northern and Eastern Provinces.
• Ability to undertake consultancy assignments as an individual consultant, research firm, or qualified team of professionals.

Key Responsibilities

• Conduct a comprehensive baseline survey for the STRIVE Project.
• Design and refine data collection tools.
• Lead field-level primary data collection activities.
• Perform data cleaning and statistical analysis.
• Conduct thematic coding and interpretation of research findings.
• Measure baseline values for project outcome-level indicators.
• Prepare and submit technical and financial deliverables as required.
• Ensure research quality and compliance with project requirements.
