Job Overview

The Sri Lanka Computer Emergency Readiness Team (Sri Lanka CERT | CC) is inviting applications for the position of Chief Executive Officer (CEO). The successful candidate will provide strategic leadership to Sri Lanka’s national cyber security authority and oversee the prevention, detection, and response to cyber security threats while working under the supervision of the Ministry of Digital Economy.

Position Details

The Chief Executive Officer will lead Sri Lanka CERT by developing strategic initiatives, strengthening national cyber resilience, coordinating with local and international stakeholders, and ensuring effective cyber incident response across the country.

This leadership role requires extensive experience in cyber security, strategic planning, stakeholder management, and organizational leadership.

Organization Overview

Established in 2006, the Sri Lanka Computer Emergency Readiness Team (Sri Lanka CERT | CC) serves as Sri Lanka’s National Computer Emergency Response Team under the supervision of the Ministry of Digital Economy.

Sri Lanka CERT is responsible for coordinating national cyber security initiatives, responding to cyber incidents, developing security policies, and strengthening cyber resilience across public and private sectors.

Key Responsibilities

• Provide strategic leadership and implement the directions established by the Board.
• Lead the overall vision, mission, and operational strategy of Sri Lanka CERT.
• Oversee daily operations, budgeting, resource allocation, and organizational performance.
• Develop and implement cyber incident response plans and security procedures.
• Coordinate with government agencies, law enforcement, industry partners, and international CERT organizations.
• Develop national cyber security strategies and risk mitigation frameworks.
• Lead cyber security awareness, education, and training initiatives.
• Act as the official spokesperson for Sri Lanka CERT.
• Promote continuous improvement of cyber security policies, procedures, and technologies.
• Strengthen partnerships with international cyber security organizations.
• Guide the establishment of sector-based Computer Incident Response Teams (CSIRTs).
• Represent Sri Lanka as the national contact point for regional and international CERT collaborations.

Qualifications & Experience

Applicants must possess:

Educational Qualifications

• Bachelor’s Degree (SLQF Level 5 or 6) in one of the following:
  • Information Security
  • Cyber Security
  • Computer Science
  • Computer Engineering
  • Information Technology
  • Or another related discipline recognized by the University Grants Commission (UGC), Sri Lanka.

AND

• Postgraduate Degree (Master’s) (SLQF Level 9 or above) in a relevant field

OR

• Associate/Fellow Membership of a recognized professional institute in:
  • Information Security
  • Cyber Security
  • Computer Science

Experience

• Minimum 14 years of industry experience in Information Technology and Cyber Security.
• At least 5 years in a Senior Management position.
• Proven leadership experience in:
  • Cyber Security Service Providers
  • Government Organizations
  • Public Corporations
  • Statutory Boards
  • Government-Owned Companies
  • Reputed Commercial Establishments
