Job Overview

The Paddy Marketing Board, under the Ministry of Agriculture, Livestock, Lands and Irrigation, is inviting applications from qualified and experienced professionals for the position of Deputy General Manager (Finance) (HM 1-1). Organization Overview

The Paddy Marketing Board (PMB) is a government institution operating under the Ministry of Agriculture, Livestock, Lands and Irrigation. The Board is responsible for supporting paddy farmers, maintaining food security, stabilizing paddy prices, and managing paddy procurement, storage, and distribution activities across Sri Lanka.

Qualifications & Experience

Educational Qualifications

Applicants should possess one of the following:

• Bachelor’s Degree in Accountancy, Financial Management, Public Administration and Finance, Business Administration, Management, or Law from a university recognized by the University Grants Commission (UGC).

OR

• Completed Intermediate / Cost and Management / Accountants Step III of the Chartered Institute of Accountants.

AND

• A postgraduate degree relevant to the field of Accountancy or Financial Management.

Experience Requirements

• Minimum 15 years of experience in the relevant field at an executive-level position in a Government Ministry, Government Corporation, Board, Statutory Institution, or reputed private sector organization.
• At least 3 years of the required experience should have been obtained after acquiring the postgraduate qualification.

Other Qualifications

• Good command of English language.
• Computer literacy and proficiency in office applications.
• Knowledge in Administration, Management, Accountancy, Sales Promotion, and Publicity will be considered an added advantage.

Key Responsibilities

• Oversee the financial management and accounting functions of the Paddy Marketing Board.
• Develop and implement financial policies, procedures, and internal controls.
• Manage budgeting, forecasting, and financial planning activities.
• Monitor organizational financial performance and provide strategic recommendations.
• Ensure compliance with government financial regulations and accounting standards.
• Supervise preparation of financial statements, reports, and audits.
• Manage treasury operations, cash flow, and financial risk management.
• Provide financial leadership and guidance to management and stakeholders.

Salary & Benefits

• Salary Scale: HM 1-1 (2025) – Rs. 140,640 – 15 x 4,100 – 202,140.
