Job Overview

International Organization for Migration is inviting applications for the position of Consultant (MECR) under the project Policy Analysis on Addressing Climate Mobility in Sri Lanka. This consultancy opportunity is open to both internal and external candidates and focuses on climate mobility policy analysis, stakeholder engagement, and implementation planning.

Organization Overview

International Organization for Migration is a related organization of the United Nations and the leading UN agency in migration. The organization works closely with governments and partners to promote humane and orderly migration while addressing displacement and climate-related challenges.

Project Overview

The consultancy is part of the regional project “Comprehensive Approach to Climate Mobility in South Asia”, funded by the European Union and implemented by IOM. The selected consultant will support climate mobility policy reviews, implementation planning, stakeholder consultations, and the development of governance-focused implementation pathways in Sri Lanka.

Key Responsibilities

The selected consultant will:

• Review and consolidate existing climate mobility policy frameworks
• Conduct assessments of national and sectoral policies related to climate mobility
• Identify and validate national and sub-national climate mobility priorities
• Design and facilitate stakeholder consultations and validation workshops
• Develop policy integration pathways and implementation frameworks
• Build governance-focused climate mobility action pathways
• Produce technical reports, consultation findings, and implementation plans
• Ensure gender-sensitive and inclusive policy approaches

Deliverables

The consultancy includes the preparation of:

• Inception report
• Consultation reports
• Mapping of climate mobility initiatives
• Priority climate mobility pathways
• Governance-focused climate mobility implementation pathways
• Final consolidated report

Qualifications & Experience

Applicants should possess:

• Advanced degree in Public Policy, Climate Change, Law, Development Studies, Governance, or a related field from an accredited institution
• Minimum 8 years of experience in public policy analysis, climate governance, disaster risk reduction, or migration policy
• Strong understanding of Sri Lanka’s climate change and migration policy environment
• Experience facilitating multi-stakeholder consultations
• Strong analytical, research, and report-writing skills
• Previous experience working with government institutions and/or UN agencies
