Job Overview
The National Peace Council of Sri Lanka (NPC) is seeking to engage a qualified Consultant / Consultancy Firm to conduct an Endline External Evaluation for the Plural Action for Inclusion, Reconciliation, and Social Justice (PAIRS) Project. This is a high-impact assignment aimed at evaluating a three-year project focused on promoting pluralism, inclusion, and reconciliation across Sri Lanka.
The selected consultant/team will assess the project’s relevance, effectiveness, efficiency, impact, and sustainability using a mixed-methods approach.

Job Description
The Consultant will be responsible for conducting a comprehensive endline evaluation of the PAIRS project implemented from July 2024 to June 2026. The role involves collecting and analyzing both qualitative and quantitative data, engaging stakeholders, and producing an evaluation report with actionable insights.
Key Responsibilities
- Design and implement the endline evaluation methodology
- Conduct field research across selected districts
- Collect, analyze, and interpret qualitative and quantitative data
- Evaluate project performance based on relevance, effectiveness, efficiency, impact, and sustainability
- Engage with stakeholders including community leaders, civil society organizations, and government officials
- Prepare detailed evaluation reports and recommendations
- Ensure compliance with Terms of Reference (ToR) requirements
Project Coverage
The PAIRS Project operates across the following districts:
Colombo, Kandy, Nuwara Eliya, Galle, Matara, Jaffna, Vavuniya, Batticaloa, Kurunegala, Puttalam, Anuradhapura, Polonnaruwa, Badulla, Monaragala, Ratnapura, and Kegalle.
Requirements
- Proven experience in conducting project evaluations or similar consultancy assignments
- Strong expertise in qualitative and quantitative research methodologies
- Experience working on social development, reconciliation, or governance-related projects
- Ability to engage with diverse stakeholders across multiple regions
- Strong analytical, report writing, and presentation skills
- Experience working with NGOs or international development partners is an added advantage

- Project-based consultancy aligned with the PAIRS Project timeline
