The University Grants Commission (UGC), the apex body of Sri Lanka’s University System, is inviting applications from qualified candidates for the post of Computer Programmer Grade II at its Secretariat.

Qualifications & Experience
Educational Qualification
- Bachelor’s Degree from a recognized university.
Technical Qualifications
Ability to program computers using one or more of the following technologies:
- PHP
- MySQL
- JavaScript
- HTML
- CSS
Required Technical Skills
- Strong proficiency in PHP (Native PHP and Frameworks).
- Good knowledge of MySQL database design, querying, and optimization.
- JavaScript programming for frontend interactivity.
- Strong HTML and CSS development skills.
- Experience with GitHub version control and collaboration.
- Ability to understand, maintain, and enhance existing PHP-based systems.
- Experience customizing applications according to changing business requirements.
- Strong debugging and troubleshooting skills.
- Experience handling form-based workflows and backend processing.
- Knowledge of frontend-backend integration.
- Basic understanding of web security practices.
- Experience maintaining websites and resolving production issues.
- Strong analytical and problem-solving skills.
Preferred Qualifications
The following will be an added advantage:
- Experience developing administrative systems.
- Experience developing workflow-based applications.
Key Responsibilities
- Develop and maintain web-based applications.
- Enhance and support existing PHP systems.
- Manage database-driven applications.
- Troubleshoot software and production issues.
- Implement new features and workflow improvements.
- Collaborate using GitHub-based development processes.
- Ensure application security and performance.
Salary & Benefits
Salary Scale
U-AS 1 (II)
Rs. 68,145 – 18 x 1,190 – 89,565 per month
In addition, government-approved allowances will be paid.

- Employer contribution: 7%
- Contributory Pension Scheme
- Employer contribution: 8%
- Employees Trust Fund (ETF)
- Employer contribution: 3%
- Gratuity according to the Payment of Gratuity Act No. 12 of 1983.
