Job Overview

The Ministry of Agriculture, Livestock, Lands and Irrigation is inviting applications from qualified Sri Lankan citizens for the post of Technical Officer under the Smallholder Agribusiness and Resilience Project (SARP). This project is jointly funded by the International Fund for Agricultural Development (IFAD) and the Government of Sri Lanka. Six Technical Officer positions are available on a consultancy basis to support agricultural water management, irrigation infrastructure development, and climate-resilient rural infrastructure across multiple districts in Sri Lanka.

Company Overview

The Ministry of Agriculture, Livestock, Lands and Irrigation is the lead government agency implementing the Smallholder Agribusiness and Resilience Project (SARP). The project is co-financed by the International Fund for Agricultural Development (IFAD) and the Government of Sri Lanka to improve climate resilience, agricultural productivity, irrigation infrastructure, and market access for rural farming communities in selected districts across the country.

Qualifications & Experience

• Bachelor’s Degree in a relevant field recognized by the University Grants Commission of Sri Lanka.
• OR NVQ Level 06 qualification in a relevant technical field with the required experience.
• OR NVQ Level 05 qualification in a relevant technical field with the required experience.
• Relevant experience according to Grade I or Grade II recruitment requirements.
• Experience in agricultural infrastructure, irrigation, civil engineering, or related technical fields will be an advantage.
• Familiarity with IFAD-funded or other development projects is desirable.
• Computer literacy with proficiency in MS Word, MS Excel, MS Access, and the Internet.
• Good communication skills in English and Sinhala. Knowledge of Tamil will be an added advantage.
• Strong analytical, leadership, and interpersonal skills.
• Applicants should be below 64 years of age on the closing date of applications.

Key Responsibilities

• Support the planning, coordination, supervision, and implementation of agricultural water management and irrigation infrastructure projects.
• Supervise infrastructure activities including tank rehabilitation, feeder roads, and watershed development works.
• Review engineering surveys, drawings, estimates, Bills of Quantities (BOQs), and technical specifications.
• Monitor construction quality and ensure compliance with engineering standards and project guidelines.
• Conduct field inspections and monitor project progress.
• Coordinate with implementing agencies, consultants, contractors, and project stakeholders.
• Prepare technical progress reports and project documentation.
• Assist with procurement planning, budgeting, and infrastructure implementation schedules.
• Organize technical training programmes for project staff and stakeholders.
• Perform additional technical duties assigned by project management.

• Technical knowledge in civil engineering, irrigation, or infrastructure development.
• Project monitoring and supervision skills.
• Construction quality assurance and quality control.
• Technical reporting and documentation.
• Computer literacy and Microsoft Office proficiency.
• Strong analytical and problem-solving abilities.
• Excellent communication and teamwork skills.
• Ability to travel frequently to project locations.
