Job Overview

Central Engineering Consultancy Bureau (CECB), under the Ministry of Agriculture, Livestock, Lands and Irrigation, invites applications from suitably qualified citizens of Sri Lanka for the position of Technical Assistant (QS) on a contract basis. The selected candidate will support quantity surveying and construction-related activities, including measurements, estimates, Bills of Quantities and checking contractors’ claims.

Qualifications & Experience

Applicants should possess:

• G.C.E. (O/L) qualification with six subjects, including Sinhala/Tamil and English, obtained in not more than two sittings.
• Credit passes in four subjects, including Mathematics and Science.
• Passing three subjects at G.C.E. (A/L) in the Mathematical stream will be an added advantage.
• National Certificate in Technology (NCT) in the relevant field, not below NVQ Level 5.
• The NCT qualification should be awarded by a Technical College accepted by the Tertiary and Vocational Education Commission (TVEC).
• Minimum one year of experience in building construction-related work.

Key Responsibilities

• Assist Quantity Surveyors and Engineers in quantity surveying and construction-related activities.
• Carry out measurements of construction work.
• Assist in preparing Bills of Quantities and estimates.
• Assist with checking contractors’ bills, invoices and claims.
• Support the preparation and checking of quantity-related documentation.
• Assist with site measurements and verification of completed works.
• Maintain relevant records and documents.
• Coordinate with engineers, quantity surveyors, contractors and other technical staff.
• Assist in monitoring construction activities and project progress.
• Perform other duties assigned by the supervising officers.

Required Skills

• Basic knowledge of Quantity Surveying and construction practices.
• Ability to carry out construction measurements accurately.
• Understanding of Bills of Quantities and quantity calculations.
• Ability to assist with estimates and contractors’ claims.
• Good numerical and analytical skills.
• Good attention to detail and record-keeping abilities.
• Ability to work effectively at construction sites.
• Good communication and teamwork skills.

Salary & Benefits

• Selected candidates will be placed on a suitable salary point depending on their qualifications and experience in accordance with the applicable Management Services Department circular.
• The Bureau will contribute 12% of salary to the Employees Provident Fund (EPF).
• The Bureau will contribute 3% of salary to the Employees Trust Fund (ETF).
• The position is offered on a contract basis.
