This is an excellent opportunity for experienced IT professionals to contribute to a nationally significant, IFAD-funded development project by designing, managing, and enhancing the project’s Management Information System (MIS).

Company Overview

The Ministry of Agriculture, Livestock, Lands and Irrigation is the lead implementing agency of the Smallholder Agribusiness and Resilience Project (SARP), jointly financed by the International Fund for Agricultural Development (IFAD) and the Government of Sri Lanka. The project aims to improve climate resilience, agricultural productivity, and market access for rural farming communities across several districts in Sri Lanka through innovative technologies and sustainable development initiatives.

Qualifications & Experience

• Bachelor’s Degree in Computer Engineering, Information Technology, Computer Science (specializing in GIS), or another relevant field recognized by the University Grants Commission of Sri Lanka with at least two years of post-qualifying experience.
• OR NVQ Level 7 qualification with at least two years of managerial-level experience in a relevant field.
• OR NVQ Level 6 qualification with at least five years of relevant experience.
• OR NVQ Level 5 qualification with at least eight years of relevant experience.
• Experience with Monitoring Information Systems (MIS) and foreign-funded projects is preferred.
• Experience in PHP Laravel framework, MySQL database development, Bootstrap, CSS, and GitHub version control.
• Knowledge of GIS, Remote Sensing (RS), and GPS technologies will be an advantage.
• Computer literacy with strong knowledge of Microsoft Office applications.
• Strong analytical, communication, and interpersonal skills.
• Good communication skills in English and Sinhala. Knowledge of Tamil is an added advantage.
• Applicants should be below 64 years of age on the closing date of applications.

Key Responsibilities

• Design, develop, maintain, and enhance the project’s Management Information System (MIS).
• Develop secure and efficient database structures using MySQL.
• Build responsive web applications using PHP Laravel, Bootstrap, and CSS.
• Develop dashboards, reporting modules, and data entry interfaces.
• Integrate MIS with other digital platforms used by the project.
• Manage project databases, data validation, backups, and security procedures.
• Generate monthly, quarterly, and annual monitoring reports.
• Provide technical support and training to project staff.
• Conduct system testing, debugging, deployment, and performance optimization.
• Maintain documentation, user manuals, and standard operating procedures.
• Collaborate with development teams using GitHub version control.
• Recommend system improvements and automation initiatives.
• Perform additional duties assigned by the Project Director and Monitoring & Evaluation Specialist.
