Job Overview

The Central Provincial Public Service Commission has announced an Open Competitive Examination for Recruitment to Grade III of the Central Provincial Management Service Officers Service – 2026.

The examination will be conducted by the Commissioner General of Examinations in December 2026. The expected number of vacancies is 242. Successful candidates will be appointed to Grade III positions and may be required to serve at any workplace within the Central Province.

Position Details

• Recruitment will be made to Grade III of the Central Provincial Management Service Officers Service.
• Selection will be based on the results of the competitive examination.
• Candidates will be selected in order of merit, subject to the district population ratio system.
• Selected officers may be assigned to Ministries, Departments and Local Authorities within the Central Provincial Council.
• Officers are required to serve at their initial service station for a minimum of five years, subject to the provisions stated in the Gazette.
• The appointment is subject to a three-year probation period.
• The first efficiency bar examination must be passed within three years of recruitment.

Company Overview

The Central Provincial Public Service Commission is responsible for recruitment and appointment to positions within the Central Provincial Public Service.

The recruitment covers public service vacancies within the Central Province, including Ministries, Departments and Local Authorities of the Central Provincial Council. The Gazette notification was issued by the Central Provincial Public Service Commission on 14 September 2026.

Qualifications & Experience

Applicants must meet the following requirements:

• Must be a citizen of Sri Lanka.
• Must have a permanent residence within the Central Province.
• Must be 18 to 30 years of age as at 16 October 2026.
• Must possess an excellent character.
• Must not have been convicted by a court under the Penal Code.
• Must possess the required physical and mental fitness to serve in any area of the Central Province.
• Must have passed the G.C.E. Ordinary Level Examination with:
  • Six subjects at one sitting.
  • Credit passes in four subjects.
  • Credit passes must include a Language subject and Mathematics.
• Must have passed the G.C.E. Advanced Level Examination in all subjects except the Common General Test at one sitting.
• Under the old A/L syllabus, passing three subjects at one sitting is sufficient.
• All required qualifications must have been obtained on or before 16 October 2026.

Key Responsibilities

Selected officers will serve within the Central Provincial Public Service and may be assigned to various Ministries, Departments and Local Authorities according to the requirements of the service.

Key service-related expectations include:

• Performing duties assigned under the Central Provincial Public Service.
• Serving at the assigned workplace within the Central Province.
• Complying with applicable public service rules, regulations and procedures.
• Fulfilling official duties according to the requirements of the Management Service Officers Service.
• Meeting the required official language proficiency and efficiency bar requirements.

Salary & Benefits

• Salary Code: MN 02-2025
• Salary Scale: Rs. 48,470 – 10 × 540 – 11 × 630 – 10 × 1,010 – 10 × 1,190 – Rs. 82,800.
• The applicable salary is stated to be effective from 1 January 2027, subject to the provisions of the relevant circular.
• The post is permanent and pensionable, subject to future government policy regarding the pension scheme.

The examination fee can be paid through the payment methods provided in the online application system, including bank credit/debit cards, Bank of Ceylon online banking/Flex App and Bank of Ceylon teller slip payments.

Important Notes

• Candidates must select only one district to compete for vacancies.
• The applicant must have had permanent residence in the selected Central Province district for at least three continuous years within the five years immediately preceding the eligibility date.
• The Central Province districts are:
  • Kandy – District No. 04
  • Matale – District No. 05
  • Nuwara Eliya – District No. 06
• The selected district cannot be changed after submitting the application.
• Three percent of the vacancies are reserved for persons with disabilities subject to the conditions specified in the Gazette.
• The competitive examination will be conducted in Sinhala, Tamil and English.
• Candidates can sit the examination in only one language medium.
• The examination consists of two papers:
  • Language Proficiency – 100 marks – 2½ hours
  • Aptitude – 100 marks – 1 hour
• Candidates must obtain at least 40% for each subject and an aggregate of at least 50% to qualify based on the examination requirements.
• Examination centres will be available in towns across Kandy, Matale and Nuwara Eliya Districts, including Kandy, Katugastota, Gampola, Matale, Galewela, Nuwara Eliya, Hatton and Ginigathhena.
• The online application must be completed in English.
• Incomplete applications may be rejected.
• The examination fee is non-refundable and cannot be transferred to another examination.
