Company Overview

The Ministry of Transport, Highways and Urban Development is responsible for developing and managing Sri Lanka’s transport infrastructure, highways, and urban development initiatives. The Miscellaneous Foreign Aided Project (MFAP) implements major road and infrastructure projects funded through foreign assistance. The Project Management Unit (PMU), located in Colombo, manages project implementation and land-related activities essential for successful project delivery.

Qualifications & Experience

Applicants should satisfy one of the following qualification pathways:

Option 1

• Bachelor’s Degree in a relevant field recognized by the University Grants Commission (UGC), or an equivalent qualification recognized by the UGC.
• OR National Vocational Qualification (NVQ) Level 7 issued by a Technical/Vocational Training Institute accepted by the Tertiary and Vocational Education Commission (TVEC) in a relevant field.
• Minimum of 02 years of experience in the relevant area of specialization.

Option 2

• National Vocational Qualification (NVQ) Level 6 in a relevant field accepted by TVEC.
• Minimum of 05 years of experience in the relevant area of specialization.

Option 3

• National Vocational Qualification (NVQ) Level 5 in a relevant field accepted by TVEC.
• Minimum of 08 years of experience in the relevant area of specialization.

Additional Requirements:

• Must be a Sri Lankan citizen.
• Government and Semi-Government officers may apply subject to the required release approvals.
• Maximum age:
  • Below 60 years for Government and Semi-Government officers.
  • Below 64 years for other applicants.

Key Responsibilities

• Assist with land acquisition and land administration activities related to project implementation.
• Coordinate land ownership verification and documentation.
• Maintain accurate land records, maps, and legal documents.
• Liaise with government agencies, landowners, and other stakeholders.
• Support land surveys, property assessments, and compensation processes where applicable.
• Prepare reports related to land management and project progress.
• Ensure compliance with relevant land laws, regulations, and project requirements.
• Perform additional duties assigned by the Project Management Unit.

Required Skills

• Knowledge of land administration and property management principles.
• Strong organizational and documentation skills.
• Excellent communication and stakeholder coordination abilities.
• Ability to interpret land records, maps, and legal documents.
• Proficiency in Microsoft Office applications.
• Strong analytical and problem-solving skills.
• Ability to work independently and within multidisciplinary project teams.
• Attention to detail and commitment to maintaining accurate records.

Salary & Benefits

• Salary and allowances will be paid in accordance with Management Services Circular No. 02/2026 issued by the Ministry of Finance.
• Appointment will be on a contract basis.
• Other service conditions and employment benefits will be governed by the applicable government circulars and project regulations.
