Job Overview

The Ministry of Agriculture, Livestock, Lands and Irrigation is inviting applications from qualified Sri Lankan citizens for the position of Finance and Administration Officer (Category F) under the Smallholder Agribusiness and Resilience Project (SARP). Two vacancies are available for the Project Management Unit (PMU) in Battaramulla and the Nikaweratiya Hub. The selected candidates will be responsible for finance, accounting, budgeting, and administrative functions while supporting the implementation of this IFAD-funded government project.

Company Overview

The Ministry of Agriculture, Livestock, Lands and Irrigation is the lead government agency implementing the Smallholder Agribusiness and Resilience Project (SARP). The project is jointly financed by the International Fund for Agricultural Development (IFAD) and the Government of Sri Lanka to strengthen climate resilience, improve agricultural productivity, and support rural communities through sustainable development initiatives.

Qualifications & Experience

• Bachelor’s Degree in a relevant field recognized by the University Grants Commission of Sri Lanka.
• OR NVQ Level 7 qualification with at least two years of post-qualifying managerial experience.
• OR NVQ Level 6 qualification with at least five years of relevant experience.
• OR NVQ Level 5 qualification with at least eight years of relevant experience.
• Experience in finance, accounting, administration, or project financial management.
• Experience with foreign-funded or IFAD-funded projects is an added advantage.
• Knowledge of Sri Lankan Government financial procedures.
• Computer literacy with proficiency in MS Word, MS Excel, and Internet applications.
• Strong analytical, interpersonal, and communication skills.
• Good communication skills in English and Sinhala. Knowledge of Tamil will be an added advantage.
• Applicants should be below 64 years of age on the closing date of applications.

Key Responsibilities

• Manage financial and administrative operations of the Project Management Unit or Hub Office.
• Prepare financial reports and annual financial statements.
• Maintain project accounts and accounting records.
• Operate and maintain the BUSY accounting software.
• Prepare annual budgets and financial projections.
• Monitor project funds and ensure compliance with IFAD and Government financial regulations.
• Process payments, maintain petty cash, and prepare bank reconciliations.
• Maintain payment vouchers, accounting records, and asset registers.
• Verify budget allocations and payment requests.
• Coordinate with auditors and support financial audits.
• Maintain contract registers, vehicle utilization records, and financial documentation.
• Perform additional duties assigned by project management.

• Accounting software proficiency.
• Financial reporting and reconciliation.
• Knowledge of government financial procedures.
• Strong analytical and problem-solving skills.
• Computer literacy in Microsoft Office applications.
• Excellent organizational and communication skills.
• Ability to work independently and manage multiple responsibilities.
