Job Description

Lead Security Operations at a National Institution! The Development Lotteries Board invites applications for the post of Chief Security Officer.

The Development Lotteries Board (DLB), established under Act No. 20 of 1997 under the Ministry of Finance, Planning, and Economic Development, is a premier government institution. We are currently recruiting a highly disciplined and experienced professional to assume the role of Chief Security Officer (Grade II).

This is a senior position suitable for experienced professionals from the Government Security Division, Tri-Forces, or Police service who are looking for a stable and rewarding career in the state sector.

About the Role: Chief Security Officer

As the Chief Security Officer, you will be responsible for the overall security management of the Board. You will operate under the Salary Code JM 1-1, ensuring the safety of the institution’s assets, personnel, and operations.

Remuneration Package:

• Basic Salary (2026): Rs. 65,633/- per month.

• Salary Scale (Effective 01.01.2027): Rs. 72,650 – 10 x 1,360 – 18 x 2,040 – 122,970/-.

• Total Monthly Earning Potential: There is a possibility of earning about Rs. 150,000/- per month (subject to variation from month to month).

Qualifications & Experience (For External Applicants)

Candidates must meet one (01) of the following three criteria:

Option 01: Government Security Service Experience

• Education: A Degree recognized by the University Grants Commission (UGC).

• Experience: Three (03) years of post-qualification service experience in a Staff Officer Level post of the Government Security Division.

OR

Option 02: Tri-Forces Experience

• Experience: Being an Officer who has formally retired from regular force in tri forces after having served in the post of Major or above.

OR

Option 03: Police Service Experience

• Experience: Being an Officer who has formally retired from the regular service of Sri Lanka Police after having served in the post of Assistant Superintendent of Police or above.

General Requirements

• Age Limit: Candidates should be not less than 22 years and not more than 45 years of age (Age limit will not apply to internal applicants).

• Citizenship: Applicants must be citizens of Sri Lanka.

• Character: Should bear an excellent moral character.

• Fitness: Should be physically and mentally fit to discharge the duties entrusted to the post and to serve in any part of the island.

Benefits

• Provident Fund: Entitlement to EPF (15% contribution by the Board) and ETF (3% contribution by the Board).

• Allowances: Other allowances approved by the Ministry of Finance, including Incentives, Attendance Allowance, Transport Allowance, and Cost of Living Allowance.

• Medical: Medical aid facilities when receiving outdoor and indoor treatment.
