Job Description

We Are Hiring! Sri Lanka Port Management and Consultancy Services is looking for a Chief Operating Officer (COO).

Sri Lanka Port Management and Consultancy Services (Pvt) Limited is looking for a qualified person to be recruited under assignment basis for the post of Chief Operating Officer (COO) for the operation activities at the East Container Terminal of Sri Lanka Ports Authority.

Eligibility

01. Educational and Professional Qualifications:

• Possess a Postgraduate Degree from a recognized University in Business Administration / Management / Business Studies / Business Management / Port Management / Economics / Logistics & Transport Management / Marketing / Industrial Engineering / Supply Chain Management / Physical Science / Engineering.

• AND Should possess a Chartered Membership from their respective field.

02. Job Experience:

• Should have at least five (05) years of active experience in a Senior Management level position in container terminal operations.

03. Age Limit:

• Below 60 years.

Skills & Competencies

Candidates should demonstrate the following skills:

• Strategic Operations: Ability to align terminal operations with the port’s strategic vision and maintain an in-depth understanding of container terminal processes.

• Planning & Equipment: Knowledge of berth planning, crane operations, yard utilization, and equipment deployment.

• Logistics: End-to-end understanding of intermodal logistics, customs processes, tariff systems, and hinterland connectivity.

• Optimization: Experience in cost and productivity optimization through process optimization, design, and implementation of new operation procedures.

• Analytics: Strong analytical mindset to use KPIs, dashboards, and reports to drive improvements.

• Financial Management: Experience in managing operational budgets, cost control, and CAPEX/OPEX planning.

• Technical Systems:

  • Familiarity with systems like NAVIS, TBA Auto store, or Tide works.

  • Understanding of automated gates, RTGs, AGVs, OCR, IOT, and digital twin tech.

  • Ability to use tools like Excel, Power BI, or ERP systems to generate operational insights.

• Compliance & Safety: Deep knowledge of port safety protocols, environmental compliance, and ISO standards.

• Leadership: Proven ability to lead large and diverse operational teams, including subcontractors.

• Risk Management: Capable of managing risks, operational crises, and safety incidents.

• Transformation: Skilled in driving organizational transformation, process improvement, and digitalization.

• Stakeholder Management:

  • Strong ability to work with shipping lines, freight forwarders, and port authorities.

  • Familiarity with customs, maritime authorities, and international trade regulations.

  • Skilled in presenting to board members, investors, and international stakeholders.

  • Communication skills to effectively translate the CEO’s Vision into actionable operational strategies, ensuring alignment across diverse teams.

• Outsourcing: Experience managing outsourced services such as lashing/unlashing and equipment maintenance.
