Job Description
We Are Hiring! ACTED Sri Lanka is looking for an Area Admin and Finance Officer.
ACTED, an international non-governmental organization working in 40 countries around the world, is seeking a qualified candidate for the position of Area Admin and Finance Officer based in Batticaloa. Under the supervision of the Area Coordinator, the selected candidate will be responsible for all Administration and Finance matters regarding the smooth day-to-day running of the base.
Key Responsibilities
The successful candidate will be responsible for:

HR & Administration:
-
Staff Follow-up: Monitor LFU and attendance, ensure leave request approvals are processed, and maintain staff personal folders.

Office Management: Manage base premises (office, guesthouse), rental contracts, repairs, and supervision of support staff (cleaners, security guards).

Recruitment: Assist in recruitment processes (arranging interviews, reviewing CVs) for lower-grade staff.

Liaison: Act as the base’s liaison representative with local stakeholders and government actors.

Payroll: Prepare monthly payroll for all staff assigned to the field office.

Finance:

Cash Management: Issue petty cash and cash advances, arrange bank payments, and perform periodic cash/bank reconciliations.

Accounting: Handle daily payment vouchering, ensure timely closure of advances, and complete base accounts in a timely manner.

Reporting: Support the Financial Controller with monthly accounts closure and year-end closure.

Audits: Support the department during audits.

Qualifications & Technical Competencies
Candidates should meet the following criteria:
-
Education: Fully qualified with a Finance, Accountancy, Human Resources, or related professional/academic qualification from a recognized institute (BSc, AAT, CIMA, Management Accounting, etc.).

Experience:
-
Minimum 2 years’ experience in a similar capacity.
-
Previous experience in the INGO sector is preferred.

Skills:
-
High level of computer literacy.
-
Competency in spoken and written English and proficiency in Sinhala/Tamil language.

Excellent analytical and problem-solving skills.
-
Strong interpersonal skills and ability to work under minimum supervision.

Other: Having a valid motorbike license will be an added advantage.
