Job Description

Accounts Officer (Grade II) – Construction Industry Development Authority (CIDA)

Applications are invited for the post of Accounts Officer – (JM 1-2) Grade II in the Construction Industry Development Authority (CIDA).

Qualifications for External Candidates (Must meet 1 or 2 below):

1. A Bachelor’s Degree in Finance / Accountancy / Commerce / Accounting & Financial Management / Business Administration / Public Administration / Public Management or a Management Degree recognized by the U.G.C.

2. Passed the Intermediate Examination of the Institute of Chartered Accountants of Sri Lanka (ICASL) OR Part I & II of the Chartered Institute of Management Accountants (CIMA) / Association of Certified and Corporate Accountants (ACCA).

Qualifications for Internal Candidates (Must meet 1 or 2 below):

1. Having obtained the qualifications required by the external candidates above.

2. Completion of a minimum of Five (05) years of satisfactory service in a post of the Management Assistant (Non Tech) – Grade II in CIDA in the subject area relevant to the post.

Age Limit & General Conditions:

• Age Limit: Should be not less than 22 years and not more than 45 years. (Note: The upper age limit will not apply to internal candidates and candidates of the Public / Corporate Sector).

• General Requirements: Every applicant should be a citizen of Sri Lanka, physically and mentally fit to discharge the duties of the post well and to serve in any part of the island, and should be of excellent moral character.

Salary & Benefits:

• Salary Code and Monthly Salary Scale: JM 1-2 – 2025: Rs. 74,010/- 10 x 1,360/- 18 x 2,040/- 124,330/-. (Note: Persons recruited externally will be placed at the initial step of the salary scale. As per the DMS Circular No. 01/2025, the paid salary of the initial salary step will be Rs. 66,781/- and from 01.01.2027 the paid salary will be Rs. 74,010/-).

• Cost of Living allowance and other allowances approved by the Government.

• CIDA will contribute 15% and 3% of the salary to the EPF and ETF respectively, while the employee will contribute 10% of the salary to the EPF.

• “Agrahara Gold” Medical Insurance facilities provided by CIDA.

• Payment of Bonus and Leave encashment (Medical Leave) will be made as per the Public Enterprise Department’s Circulars.

Recruitment Procedure:

• Written competitive examination and / or structured interview conducted by a panel appointed by the appointing authority.
