Company Overview
The Ministry of Transport, Highways and Urban Development is responsible for national-level development and administration related to transport, highways and urban development.

Qualifications & Experience
Qualifications vary according to the position and salary category.
Project Director – Category A
Applicants should possess either:
- A successfully completed Bachelor’s Degree in the relevant field, together with a relevant Master’s Degree, Associate Membership or similar professional qualification from a recognized professional body, and at least 12 years of relevant managerial experience, including 6 years at senior managerial level; or
- Corporate/Fellow membership of a recognized professional body in the relevant field, together with at least 10 years of relevant managerial experience, including 5 years at senior managerial level.
Deputy Project Director – Category B
Applicants should meet one of the specified qualification routes, including:
- Bachelor’s Degree in the relevant field plus relevant postgraduate/professional qualification and at least 11 years of managerial experience, including 5 years at senior managerial level; or
- Corporate/Fellow membership of a recognized professional body with at least 9 years of relevant managerial experience, including 4 years at senior managerial level; or
- Class I Government All-Island Service or similar status, relevant postgraduate/professional qualification and at least 4 years of relevant experience.
Chief Engineer / Senior Planning Engineer – Category C
Applicants should generally possess:
- Bachelor’s Degree in the relevant field and Associate Membership or similar professional qualification, with at least 10 years of relevant managerial experience; or
- Corporate Membership or similar professional qualification with at least 8 years of relevant managerial experience; or
- Class I Government All-Island Service or similar status, relevant professional qualification and at least 3 years of relevant experience.
Procurement Specialist / Contract Administrator – Category C
Applicants should possess:
- Bachelor’s Degree in the relevant field;
- Relevant Master’s Degree, Associate Membership or similar professional qualification;
- At least 10 years of relevant managerial experience.
A Class I Government All-Island Service or similar status with a relevant Master’s Degree and at least 3 years of relevant experience is also accepted under the specified alternative route.
Engineer / Planning Engineer / Quantity Surveyor – Category D
Applicants should generally possess:
- Bachelor’s Degree or UGC-recognized equivalent qualification in the relevant field;
- Associate Membership or similar professional qualification;
- At least 7 years of relevant experience.
Alternative eligibility is provided for Class II/III or above Government All-Island Service officers with the required relevant experience.
For Engineer (II), the notice specifies a minimum of 4 years of relevant experience under the degree and professional qualification route.
Accountant / Project Internal Auditor – Category D1
Applicants may qualify through routes involving:
- Bachelor’s Degree or UGC-recognized equivalent qualification in the relevant field;
- Relevant professional accounting qualification such as the specified examinations of the Institute of Chartered Accountants or similar recognized professional qualification;
- Relevant post-qualifying experience.
Alternative routes are available for Associate Members or Class II/III or above Government All-Island Service officers with the specified relevant experience.
Category F Technical and Professional Positions
For Assistant Quantity Surveyor, GIS Officer, Draughtsman, IT Officer, Accounts Officer, Social Safeguard Officer and Environmental Officer positions, applicants may qualify through:
- Bachelor’s Degree or UGC-recognized equivalent qualification in the relevant field with at least 3 years of relevant experience; or
- NVQ Level 7 qualification in the relevant technical field with at least 3 years of relevant experience; or
- NVQ Level 6 qualification with at least 6 years of relevant experience; or
- NVQ Level 5 qualification with at least 9 years of relevant experience.
Project Secretary
Applicants should have:
- G.C.E. O/L qualification with the specified credit passes, including English and Sinhala/Tamil language;
- Three A/L subjects excluding the General Paper;
- A recognized Secretarial course or be pursuing examinations leading to Chartered Secretary qualification;
- At least 4 years of relevant experience.
A Chartered Secretary with at least 4 years of relevant experience may also apply.
Management Assistant
Applicants should have:
- Passed G.C.E. O/L in six subjects with four credit passes, including a language and Mathematics, together with two other subjects in one sitting;
- Passed G.C.E. A/L in one sitting.
Driver
Applicants should have:
- Passed G.C.E. O/L in six subjects with two credit passes, including a language and one other subject, in not more than two sittings;
- A valid driving licence covering the specified vehicle categories; and
- 3 years of experience.
Office Aide
Applicants should have:
- Passed G.C.E. O/L in six subjects;
- Obtained two credit passes;
- Results should have been obtained in not more than two sittings.

Salary & Benefits
Salary and allowances will be paid according to Management Services Circular No. 02/2026 issued by the Ministry of Finance, Planning and Economic Development.
The applicable salary category varies according to the position, including Categories A, B, C, D, D1 and F, as well as the specified supporting staff salary categories.
Additional service conditions and benefits will be governed by the applicable Management Services Circular.

Important Notes
- Applications are open to citizens of Sri Lanka, including Government and Semi-Government officers.
- All positions are filled on a full-time contractual basis.
- The initial contract period is one year, with extensions considered based on service requirements and performance.
- The age limit is below 60 years for Government and Semi-Government officers and below 64 years for other applicants.
- Candidates must be willing to work at any location within the relevant project area and/or country as assigned.
