Job Overview

Central Engineering Consultancy Bureau (CECB), under the Ministry of Agriculture, Livestock, Lands and Irrigation, invites applications from suitably qualified citizens of Sri Lanka for the position of Technical Assistant (Civil) on a contract basis. The selected candidate will assist with construction and installation supervision, surveying, measurements, quantity preparation, testing and project documentation.

Qualifications & Experience

Applicants should have:

• A Certificate of Proficiency not below National Vocational Qualification (NVQ) Level 5 in the field of Civil Engineering.
• The qualification must be issued by a Technical or Vocational Training Institute accepted by the Tertiary and Vocational Education Commission (TVEC).
• The vacancy notice does not specify additional mandatory work experience for this position.

Key Responsibilities

• Attend to surveying, levelling and setting-out works.
• Supervise construction and installation works.
• Prepare estimates and Bills of Quantities.
• Take and check measurements.
• Check contractors’ bills, invoices and claims.
• Prepare measurement sheets, invoices and claims.
• Perform laboratory and field tests.
• Prepare reports relating to laboratory and field testing.
• Assist with testing and commissioning of works and installations.
• Perform any other duties assigned by the supervising officers.

Required Skills

• Knowledge of civil engineering and construction practices.
• Ability to carry out surveying, levelling and setting-out activities.
• Understanding of construction measurements and Bills of Quantities.
• Ability to check contractors’ bills, invoices and claims.
• Basic knowledge of laboratory and field testing procedures.
• Ability to prepare technical and project-related reports.
• Good attention to detail and record-keeping skills.
• Ability to work effectively with engineers, contractors and technical staff.

Salary & Benefits

• Selected candidates will be placed on a suitable salary point depending on their qualifications and experience in accordance with MSD Circular 01/2025.
• The Bureau will contribute 12% of salary to the Employees Provident Fund (EPF).
• The Bureau will contribute 3% of salary to the Employees Trust Fund (ETF).
• The position is offered on a contract basis.
