The Development Lotteries Board (DLB), operating under the Ministry of Finance, Planning, and Economic Development, is a premier government institution established under Act No. 20 of 1997. We are currently recruiting talented and qualified individuals for the post of Information Technology Assistant – Grade III to strengthen our technological infrastructure.
We have three (03) vacancies available across the following specialized areas:

Remuneration & Benefits

Salary Code: MA 3
-
Basic Salary (2026): Rs. 49,631/- per month.

Salary Scale: Rs. 53,940 – 10 x 800 – 11 x 1,190 – 10 x 1,350 – 94,980/- (Effective 01.01.2027 based on Circular 01/2025).

Total Monthly Earning Potential: There is a possibility of earning about Rs. 130,000/- per month (subject to variation from month to month).

Benefits: Entitlement to EPF (15% contribution by the Board), ETF (3% contribution), Medical Aid, and other government-approved allowances (Incentives, Attendance, Transport, Cost of Living).
Qualifications & Experience
Common Requirements for All Applicants:

Education: A Degree relevant to the Information Technology field recognized by the University Grants Commission (UGC).

Experience: Should have one (01) year’s service experience in the relevant field.
-
Age Limit: Candidates should be not less than 22 years and not more than 45 years of age.
Specific Job Roles & Skills
1. Information Technology Assistant – Software Development
-
Role: Perform software development activities and contribute to end-to-end system development as a Full-Stack Developer.
-
Required Skills:
-
Strong knowledge of programming languages (Java, PHP, Python, JavaScript, or C#).
-
Experience in Agile development environments.
-
Understanding of modern software frameworks, database technologies, and CI/CD pipelines.
-
Familiarity with AI/ML basic concepts (AI-based automation, data processing, or intelligent features) is an added advantage.

2. Information Technology Assistant – Network & System Administration
-
Role: Support the installation, operation, maintenance, and management of the organization’s IT infrastructure, including both network and system environments.
-
Required Skills:
-
Ability to manage Windows and Linux servers, network devices (switches, routers, firewalls), and wireless systems.
-
Knowledge of virtualization platforms (VMware / Hyper-V) and Active Directory.
-
Experience in firewall management, scripting for automation (PowerShell / Bash / Python), and enterprise-level antivirus solutions.

3. Information Technology Assistant – Information Security
-
Role: Support the organization’s Information Security functions and handle basic to intermediate-level security operations.
-
Required Skills:
-
Supporting risk assessments, vulnerability assessments, and penetration testing activities.
-
Experience with SIEM systems and incident response activities.
-
Knowledge of ISO 27001, PDPA, and other applicable regulatory standards.
-
Familiarity with security tools such as Nessus, Burp Suite, EDR/XDR, and email security gateways.
