Job Description

The Development Lotteries Board (DLB), established under Act No. 20 of 1997 under the Ministry of Finance, Planning, and Economic Development, is a key institution contributing to the nation’s economy. We are currently seeking a highly qualified and experienced professional to join our senior management team as the Assistant General Manager (Finance) – Grade II.

About the Role: Assistant General Manager (Finance)

As the Assistant General Manager (Finance), you will operate under the Salary Code MM 1-1, playing a critical role in the financial management and strategic planning of the Board.

Remuneration Package:

  • Basic Salary (2026): Rs. 81,710/- per month.

  • Salary Scale (Effective 01.01.2027): Rs. 91,690 – 10 x 2,480 – 15 x 3,450 – 168,240/-.

  • Total Monthly Earning Potential: There is a possibility of earning about Rs. 180,000/- per month (subject to variation from month to month).

Qualifications & Experience

We are recruiting external applicants based on one of the following two criteria:

Option 01: Academic Qualification + Experience

  • Education: A Degree in Accountancy, Business Administration, Commerce, or Management (or a similar subject field) recognized by the University Grants Commission (UGC).

  • Experience: At least five (05) years of service experience in a management level post in Government, a Government Corporation, Board, Statutory Institution, or a reputed private sector institution after obtaining the degree.

Option 02: Professional Qualification + Experience

  • Qualification: Full Membership of a recognized Chartered Professional Institute in Accountancy or Management Accountancy (e.g., ICASL, ACCA, CIMA).

  • Experience: At least five (05) years of service experience in a management level post relevant to the subject field after obtaining the qualification.

(Note: Internal applicants currently in the JM 1-1 Service Category with 5 years of service are also eligible to apply as per the advertisement details.)

General Requirements

  • Age Limit: Candidates should be not less than 22 years and not more than 45 years of age (Age limit will not apply to internal applicants).

  • Citizenship: Applicants must be citizens of Sri Lanka.

  • Character: Should bear an excellent moral character.

  • Fitness: Should be physically and mentally fit to discharge the duties entrusted to the post and to serve in any part of the island.

Benefits

  • Provident Fund: Entitlement to EPF (15% contribution by the Board) and ETF (3% contribution by the Board).

  • Allowances: Other allowances approved by the Ministry of Finance, including Incentives, Attendance Allowance, Transport Allowance, and Cost of Living Allowance.

  • Medical: Medical aid facilities when receiving outdoor and indoor treatment.
